The State of Connecticut, Department of Children and Families' (DCF) is hiring a Director of Program Monitoring and Fiscal Review to join our team.

The Role:

This position oversees the entirety of DCF's Division of Revenue Enhancement (RED), a division comprised of nineteen (19) employees, containing the Medical Eligibility, Social Security/Agency Rep-payees, IV-E Eligibility, and IV-E Claiming units, as well as the Department's Federal Grant Management Unit (FMU), a unit comprised of three (3) staff managing approximately 25 federal and private grants at any given time.

The services coordinated by RED provide the mechanism for the agency to maximize federal reimbursement and support for child welfare services for the State of Connecticut and maintain medical eligibility for DCF children in the most efficient, professional, and cost-effective manner. The services coordinated by FMU provide DCF with the opportunity to expand its services array with federal funding target new and innovative programs to children and families.

  • Interpret and apply federal and state regulations relative reimbursement for child welfare costs.
  • Coordinate compliance, support and manage all aspects of filing federal claims for Title XIX, Title IV-E and Temporary Assistance to Needy Families (TANF) programs.
  • Develop and maintain the agency's Cost Allocation Plan.
  • Manage the Title IV-E state and federal program audits.
  • Manage the process for granting and maintaining medical coverage for all children in out-of-home care.
  • Support and manage the process for completing Title XIX Husky application and re-determinations.
  • Support and manage the agency's Social Security Representative Payee responsibilities for beneficiaries that are in foster care.
  • Support the identification, application and management of federal grants that support children and families across Connecticut.
  • Ensure timeliness of grant report submission.
  • Provide financial oversight and budget management over grant funding.
  • Ensure agency compliance with terms of each grant.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for directing program compliance evaluation and fiscal review for all grants and contracts administered by the agency.

EXAMPLES OF DUTIES

  • Directs staff and operations of the section including program evaluation and fiscal review of grants and contracts administered by the department;
  • Coordinates, plans and manages section activities;
  • Formulates program goals and objectives;
  • Develops or assists in development of related policy;
  • Interprets and administers pertinent laws;
  • Evaluates staff;
  • Prepares or assists in preparation of section budget;
  • Maintains contacts with individuals within and outside of section who might impact program activities;
  • Directs compliance and fiscal auditing of ongoing grants and contracts as well as review of new grants and contracts;
  • Directs evaluation of grant programs to review effectiveness and determine appropriateness of subsequent funding;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • apply relevant state and federal laws, statutes and regulations;
    • principles and practices of grant and contract administration including program and fiscal evaluation;
  • Knowledge of
    • public health programs;

  • Considerable ability to analyze complex financial records, documents and reports for evidence of financial fraud.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in a combination of public administration and fiscal administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity over professional staff.
NOTE:
  • Supervisory capacity is defined as scheduling, assigning, overseeing work and establishing performance standards for employees and taking corrective measures to implement those standards.
  • For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master’s degree in business administration, public administration or public health may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience maintaining state and federally required regulatory records and paperwork.
  • Experience working with federal regulatory agencies such as the US Health & Human Services and US Substance Abuse & Mental Health Services and managing the grantee review role in a state of federal program and financial audit.
  • Grant administration experience, including but limited to enhancing funding models and identifying new sources of funding.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
