Classification Summary



Merit System Classification Specifications:
Under general administrative direction, provides leadership, and coordinates and supervises the activities of a medium or small collection/child support unit in a county social services/human service agency; trains and evaluates staff performance; develops and analyzes unit policies and procedures to promote operating efficiency; organizes the compilation of data required for federal and state reports; and performs related work as assigned.

Examples of Duties
  • Interviews and selects staff for the collection/child support unit.
  • Evaluates and assigns staff caseloads.
  • Trains new staff.
  • Updates staff in methods of investigations, negotiations, agency policy and state and federal laws pertaining to collections/child support.
  • Completes work plans and evaluates staff performance on a regular basis.
  • Completes supervisory case reviews to ensure unit compliance with local, state and federal rules/laws.
  • Analyzes and evaluates existing unit objectives, goals, standards, priorities, policies and procedures; formulates, developing and implementing new or revised ones when necessary; ensures their proper implementation and conformance with legislative requirements
  • Coordinates the compilation of collection data for quarterly federal, state and local reports and compiles statistics and analyzes unit data in order to monitor trends relating to program performance, services, resource availability and staffing needs.
  • Reviews evidence in cases prior to submittal to the county attorney and confers with county attorney staff, supervisors from other units and outside agencies on methods for resolving problematic cases.
  • Participates in statewide organizations to develop new procedures and to influence public policy.
  • Establishes and maintains effective working relationships with the income maintenance division, county attorney's office, child support magistrates, police and sheriff departments, local businesses and other private or public agencies.
  • Monitors county attorney contracts to ensure performance standards are met.
  • Works with employers/payers of funds explaining the law and legal actions for failure to withhold, etc.
  • Responds to public requests for information or assistance regarding programs, policies and procedures; addresses community groups and participates in training seminars.
  • Receives and responds to complaints from clients and the public regarding child support issues.
  • Assists in development and monitoring of the annual budget.
  • Attends training seminars and supervisory meetings.
  • Participates in appeal hearings and testifies in court.
  • Supervises the maintenance of files and records relating to child support and collections cases.
  • Plans and implements program changes as mandated by the legislature and the Department of Human Services.
  • May manage a small child support and/or collections caseload.
  • May administer and/or supervise the county welfare fraud program.
Minimum Qualifications
  • A bachelor's degree in criminal justice, paralegal, business administration, public administration or closely related field and two years of experience as a Child Support Officer/Collections Officer or related work equivalent.
or
  • A bachelor's degree in criminal justice, paralegal, business administration, public administration or closely related field and one year of experience as a lead worker to other child support staff, e.g., at the level of Child Support Lead Worker .
or
  • Four four years of experience as a Child Support Officer or equivalent level of work related to and involving collection of child support.
or
  • Four four years of experience in primarily collections type of work (ex. in a loan company, bank or credit union); one year of which includes supervisory/lead responsibility.
