This position may be housed out of Monroe or Tallulah.
This position is in the PI Unit and their role is to assist the Programs in communicating a consistent message to CSE and contract DA staff regarding program policy and procedures and to ensure those who provide child support services have a voice in the on-going development of the program. PI works closely with both DA and CSE Field staff to help identify trends which may negatively impact services to CSE customers and Program performance. Duties: -Serves as Consultant for the Tallulah and Monroe Regions. Performs quarterly data reliability reviews for assigned offices. -Works Systemware reports as specified. -Identifies error trends in regions, summarizes findings, and works with offices to implement corrective action. -Participate in and contribute ideas to projects, policy circulation, etc. -Completes the annual contract monitoring site visit and IRS audit for each DA office under assigned regions. -Collaborates with team members to design a monthly Power Point which includes information concerning all policy updates, important clearances, EB’s, Newsflashes, etc . This person is responsible for providing offices in the Monroe and Tallulah regions with monthly program updates. -Assists offices with policy clearances. -Perform court observation, as necessary. -May participate in the development of training. -Attends LSU trainings on a rotating schedule and provides support to LSU trainers. -Participate in LSEA workshops, upon request.
This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months.

Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus three years of professional level experience in child support enforcement experience.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for one year of the experience on the basis of thirty semester hours for one year of experience: counseling; social work; psychology; economics; business, public, or health administration.
A master's degree in the above fields will substitute for one year of the required experience.
A Juris Doctorate will substitute for one year of the required experience.
Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.
A Ph.D. in the above fields will substitute for two years of the required experience.
Specialized degrees will substitute for a maximum of two years of the required experience.
NOTE: Any college hours or degree must be from an accredited college or university.

JOB DISTINCTIONS:
Differs from Child Support Enforcement Specialist by the presence of lead worker responsibility and/or duties involving a higher level of complexity.
Differs from Child Support Enforcement Manager 1 by the absence of direct line supervisory responsibility.

Performs quality assurance functions for field offices in a region by reviewing case records and/or procedures in local offices to assure that program benefits are accurately determined.
Prepares exit conferences, written reports and confirmations.

Conducts ongoing administrative programmatic reviews of field offices to ensure compliance with federal and state regulations.
Recommends and directs plans to ensure efficiencies regarding use of personnel and overall program effectiveness.

Provides program information through guest speeches, interviews for news media and other public appearances.
Investigates requests from politicians, community officials and social agencies about client problems in the region.
Coordinates services and negotiates agreements with administrators of government and private agencies, doctors, lawyers, executives in private industry, and governmental officials.
Conducts studies, compiles reports, analyzes statistical data, completes projects, etc. as requested by agency management.
Researches and responds to program policy requests from parish offices by providing clarification and interpretation of policy.
May serve as a lead worker over a staff of Child Support Enforcement Specialists.
