GENERAL STATEMENT OF DUTIES: Within the Department of Children, Youth and Families, Management (DCYF), to be responsible for the planning, managing and development of revenue maximization and service delivery components for Title IV-E, Title XIX and federal representative payee programs focused on the needs of specific populations of eligible recipients and encompassing the full spectrum of individual and family needs; to identify and assess service delivery system needs, plan and implement strategies, set program priorities, and develop new initiatives to address areas of deficiency; to work with EOHHS and state and federal partners to coordinate and integrate such programs and initiatives into a comprehensive delivery system for children and families; and to do related work as required. SUPERVISION RECEIVED: Works under the direction of Chief Financial Officer with considerable latitude for the exercise of independent judgement in the discharge of duties and responsibilities; work is reviewed for the application of accepted professional principles, methods and techniques and for conformance to laws, rules and regulations.
SUPERVISION EXERCISED: Plans, organizes, reviews and evaluates the work of a technical and clerical staff.

To plan, manage and develop revenue maximization and service delivery components for Title IV-E, Title XIX and federal representative payee programs focused on the needs of specific populations of eligible recipients and encompassing the full spectrum of individual and family health needs. To work collaboratively with other state departments, community agencies, advocacy groups, and consumers to identify and assess service delivery system needs, plan and implement strategies, set program priorities, and develop initiatives to address areas of deficiency or demand. To coordinate and integrate such programs and initiatives into comprehensive delivery systems. To manage and review eligibility components for state and federal programs to maintain maximum state and federal funding. To identify system needs, work with Management and Information staff to adapt the DCYF database to maximize federal benefit programs efficiency and reimbursement. To define program outcomes and measures that enable programs to be constantly monitored and evaluated for performance. To be responsible for the continuous review and evaluation of the effectiveness of existing policies, procedures and work methods relating to federal and state programs and to install or provide improved procedures and work methods. Page 6 of 88 To understand federal funding sources to ensure that all eligible federal resources are made available to the Department to maximize federal reimbursement; to ensure compliance with applicable regulations relating to federal programs; to be responsible for coordinating federal and state audits, and the development of audit responses. To work with State agencies and/or organizations to strengthen cross-system collaboration and implement integrated service organization and delivery policies. To be responsible for coordinating services and programs with other social welfare agencies. To analyze State and Federal Social Security regulations; guidelines; and procedures to maximize program efficiency and outcomes for children and Families served. To make recommendations with regards to policies, procedures and laws regarding social services for families, children and adults. To assist in the planning, dissemination, and implementation of various state policies and procedures pertaining to social service programming. To work collaboratively with professional and technical staff within the Division and Department to promote and achieve program objectives. To provide leadership and representation at technical, professional and community conferences. To manage and review the work of technical and clerical staff within the DCYF Federal Benefits Unit. To do related work as required.
KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of state and federal programs that provide comprehensive primary specialty, and supportive care to children and families, the ability to plan, organize, coordinate, and direct such programs and to evaluate their effectiveness; the ability to coordinate the professional, technical and administrative staff engaged in the delivery system; the ability to apply management principles, practices, and techniques in the administration of programs; the ability to maintain effective relationships with superiors, associates, the community, and public and private agencies; the ability to address professional and other groups on the objectives and activities of the Unit and Agency; and related capacities and abilities.
EDUCATION AND EXPERIENCE: Education: Possession of Master’s degree in Health Administration, Public Administration, Hospital Administration, or a closely related field; and Experience: Employment in a responsible position developing and/or administrating public programs or services, including public health programs; employment in a responsible position engaged in coordination of activities of medical or other groups engaged in providing similar services of functions for the benefit of the public; employment in an academic or research capacity with emphasis on public programs and health systems. Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
SUPPLEMENTAL DUTIES: Experience in the planning, managing and development of revenue maximization, eligibility and service delivery components for Title IV-E, Title XIX and federal representative payee programs preferred. Supervisory experience and experience working with various state and federal agencies and organizations also ideal. Related work as required.
