JOB SUMMARY
The Building Official is responsible for the administration and enforcement of the various ordinances, codes and laws which regulate construction, use or occupancy of buildings, structures and lands - public or private - and land development. The Building Official is also responsible for contractor registration, occupational licensing, and municipal codes regulating to health, safety, and welfare. Reports directly to and receives direction from the City Manager.
ESSENTIAL JOB FUNCTIONS
Develops policies and procedures for the efficient operation of the Code Administration Department and for those responsibilities delegated therein. Organizes and implements a plan of action for the smooth operation of the department.
Coordinates activities with other city, county and state agencies to provide for continuity and uniformity whenever possible.
Proposes, creates acceptance of, and maintains standards of construction and provide a safe and positive quality to the community.
Resolves conflicts and disputes with contractors, developers, professionals and the general public. Answer questions related to field problems.
Administers final decisions relating to the various ordinances, codes and laws charged to this department for enforcement, subject to any appeal process provided for.
Establishes and maintain a progressive training program for department personnel.
Represents the City in presenting code violation cases to the Code Enforcement Board for compliance.
Develops policies and procedures for the issuance and control of Occupational Licenses.
Manages staff and provide assignments for maximum efficiency.
Reviews all construction drawings for fire sprinkler systems, fire alarm systems and fire suppression systems for compliance with the Florida Fire Prevention Code and any applicable NFPA standard.
Attends development review meetings for all upcoming projects and provide comments on the proposed site plans for compliance with the Florida Building Code and the Florida Fire Prevention Code.
Performs other related duties as assigned.
QUALIFICATIONS
Educations and Experience:
Bachelor"s degree in civil, structural or construction engineering or architecture.
Ten (10) years of experience or equivalent, as an architect, engineer, inspector, contractor, or superintendent of construction, or any combination thereof, of which five (5) years have been in a supervisory capacity.
Special Qualifications:
Valid Florida Driver"s License with acceptable driving record.
State of Florida license as Building Code Administrator under Chapter 468, Florida Statutes, from BCIA or the ability to obtain same.
Fire Safety Inspector Level 1 license from State of Florida Department of Financial Services, Division of State Fire Marshal, required.
Knowledge, Skills and Abilities:
Ability to understand and interpret complex written and oral instructions.
Ability to meet and communicate with the public.
Ability to establish and maintain effective working relationships with associates, other City employees, and the general public.
Ability to use a computer terminal and a push button phone.
Ability to traverse all types of terrain without assistance.
Ability to drive a motor vehicle to carry out inspections.
PHYSICAL DEMANDS
Medium work requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Additional physical abilities required:
Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
Crawling: Moving about on hands and knees or hands and feet.
Crouching: Bending the body downward and forward by bending leg and spine.
Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
Grasping: Applying pressure to an object with the fingers and palm.
Handling: Picking, holding, or otherwise working, primarily with the whole hand.
Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
Kneeling: Bending legs at knee to come to a rest on knee or knees.
Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.

Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.

Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.

Visual Acuity: Visual Acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures.
