DUTIES / RESPONSIBILITIES:
This position resides within the Engineering Department on the Engineering Services and Structures team. The primary responsibility of this position is to lead the company’s efforts in identification, development, pursuit, and delivery of strategic infrastructure projects beneficial to BNSF through the federal and state discretionary grant process.
This position leads a team which identifies locations on the BNSF network that have an infrastructure barrier, to engage internal stakeholders on potential BNSF benefits and leverage public agency relationships to seek public funding to construct solutions. Opportunities could be locations where BNSF could increase network capacity, eliminate public infrastructure barriers to increase efficiency, leverage public ideas into a Public Private Partnership that would yield both public and private (BNSF) benefits. Your team will a cast vision regarding the best means to package each opportunity and implement strategies to achieve overall BNSF benefits. A successful project enables BNSF and our public partner(s) to achieve benefits commensurate with each party’s capital investment. These projects are complex and take significant time to develop through public channels.
The Assistant Director will:
Effectively engage internal stakeholders to develop corridor capacity strategies including but not limited to Network Strategy, Capacity Planning, Service Design, Strategic Studies, NOC leadership, operating division leadership, Environmental, law, Economic Development, Hub and Automotive development and others.- Develop and engage public agency including leaders at the federal, state and municipal level working with the Federal Government Affairs and Community Affairs teams.
- Create compelling vision to resolve BNSF capacity challenges in a cooperative manner with public stakeholders;
- Establish and maintain multi-year project schedules with discrete tasks and milestones on multiple projects simultaneously and deliver results on-time;
- Apply a sound analytical approach, innovative thinking, and willingness to effectively challenge the status quo in developing solutions;
- Assemble appropriate subject matter experts and broadly communicate priorities and progress of individual projects to ensure organizational alignment internally and externally;
- Effectively engage in the development of public planning documents, studies, and policies to ensure they are aligned with BNSF priorities and strategies in a specific geography;
- Effectively engage with subject matter experts at an appropriate level of detail in development of technical project components (planning documents, engineering designs, contracts and agreements, etc.); and,
- Support negotiations favorable to BNSF and influence key stakeholders inside and outside the organization with excellent communication and presentation skills.
Public Projects / Public Infrastructure & Investments Projects are cross-functional and require engagement across many teams within BNSF including, but not limited to: Line and Terminal Capacity, Operations, Engineering, Marketing, Finance, Real Estate, Signal, Economic Development, Legal, Passenger Operations, Federal and State Government Affairs, Marketing, Community Affairs, and Joint Facilities. In addition to the above, this position is also expected to provide critical thinking and timely inputs to identify and resolve complex network challenges related to line capacity, terminal capacity, operational issues, and transportation plans in ongoing, written communications with BNSF executives and Operations leaders.
REQUIRED QUALIFICATIONS:
- Bachelor’s degree or higher.
- Strong computer & Microsoft application skills (Excel, Word, Powerpoint, etc.).
- Excellent interpersonal skills that would allow you to build relationships quickly within various BNSF internal teams and with public agency stakeholders
- Strong oral and written communication skills
- Strong organization and ability to balance multiple projects simultaneously
- Ability to communicate complex projects, schedules, elements, and goals clearly and concisely to an executive audience in writing.
- Working knowledge of BNSF’s operations, network, customers, competition, and industry partners or able to achieve same in short order.
- Working knowledge of BNSF network information resources including track charts, timetables, track schematic designs, etc. or able to achieve same in short order.
- Must be willing to travel 50% of the time
PREFERRED QUALIFICATIONS:
- Minimum 10 years of experience at BNSF or in a transportation, engineering, governmental, or economic development-related field.
- Previous supervisory experience.
- MBA or other advanced degree.
- Understanding of BNSF finance and real estate processes such as COUPA, Strategic Studies and the CPAR process.
- Prior experience in planning or engineering consulting, economic development, public administration, or government affairs.
- Professional certifications, such as Professional Engineer (PE) or American Institute of Certified Planners (AICP).
- Working knowledge and ability to reference / retrieve BNSF data from various sources utilizing Tableau, SAS, and other tools.
- Knowledge of or experience with state and federal regulations governing railroad interaction with public infrastructure.
- Knowledge of and experience with BNSF transportation and maintenance of way planning and execution.
- Knowledge of and experience with data sources related to grade crossings, grade crossing safety, and BNSF operations.
- Ability to skillfully influence and build the cooperation and support of audiences at all levels of the organization, largely through the effective communication of well thought out ideas, sound judgment, and give and take work relationships.
- Demonstrate the ability to successfully negotiate and close deals that result in desired outcomes for BNSF and or public agency partners.
- Ability to promote teamwork within and across teams by fostering collaborative problem solving and leveraging different points of view of the best possible solution.
- Show working knowledge of BNSF’s strategic objectives and priorities to consider long term and broad scale issues, problems and opportunities.
