Your Team:

The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to works closely with other HPD divisions and outside community partners to identify buildings in distress assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Repair Program, the Division of Neighborhood Preservation and the Division of Special Enforcement to ensure compliance with legal and regulatory obligations.
The Office of Enforcement of Neighborhood Services is composed of eight divisions:
  • Preservation Services Exec Office (EXEC), Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), Emergency Operations Division (EOD) and Division of Special Enforcement (DSE)
Your Impact

Community Coordinator—Contract Registration Processor will operate under the executive direction of the Assistant Commissioner for the Emergency Operations Division (EOD) and the Director of Operations of EOD and will report directly to the Supervisor and Director of Contracts. The candidate will coordinate and monitor aspects of Agency community development programs, including abatement of lead-based paint and other hazards, and enforcement of City Construction Code/Multiple Dwelling Law, by ensuring that contracts for those purposes are let and registered, so that funding is targeted for maximum community impact. The candidate will assist the Agency in ensuring that selected contractors are qualified, licensed and insured, and are otherwise responsible to receive government funds to perform community development work.

Your Role:

As a Community Coordinator – Administrative Support in the Emergency Operations Division (EOD), the selected candidate will be responsible for, but not be limited to the following:

Your Responsibilities:
  • Manage a portfolio of contract actions, multi-tasking to keep them all moving along.
  • Serve as the point of contact for vendors being considered for contract award, renewal, amendment or modification.
  • Serve as a point of contact for Agency personnel involved with contract actions, providing authoritative interpretation of, and solutions to complex problems; provide technical assistance and training to subordinate staff in techniques of program implementation and management where necessary.
  • Request, receive and evaluate information and documents required for the contract action.
  • Address inconsistencies and errors directly and escalate their handling when necessary.
  • Prepare letters, memoranda, forms and submission packages.
  • Utilize PASSPort and FMS information systems, as well as various web-based resources, to retrieve data and to enter contract actions for subsequent registration.
  • Access and maintain unit files.
  • Address various obstacles delaying the registration of actions and escalate their handling when necessary.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

  • Processing procurements to registration, including processing requisitions (RQC1s) and contracts (CT1s).
  • Determining a vendor's responsibility utilizing PASSPort and other data sources.
  • Utilizing PC software applications such as Microsoft Excel and Word.
  • Good verbal communication skills.
  • Ability to work both independently and as part of a team.
  • Experience evaluating insurance documents.
