The State of New Hampshire, Department of Safety, Division of Administration, Bureau of Grants Management has a full-time vacancy for Accountant IV, which has a 37.5 hour work week and is non-exempt.
SCOPE OF WORK:
Coordinates the accounting and auditing operations of the Bureau of Grants Management’s for federal, state and private grants by managing, tracking and reporting expenditures, budgets, requisition purchases and invoice payments in compliance with policies and procedures. Assists with operational activities of the Bureau including purchasing and office support tasks.
ACCOUNTABILITIES:
Develops, implements, and monitors appropriate fiscal policies, procedures and controls for grants in the Department of Safety.
Reconciles the state appropriations, tracks expenses for electronic cash drawdowns, completes cash receipt process and files required documentation according to established procedures.
Reviews payment requests for accuracy and reconciles backup documentation for reimbursement of grant eligible expenses to subrecipients of federal and state grant awards.
Provides technical and financial guidance in the interpretation and applications of policies and procedures of grants management to managers and subordinate staff.
Coordinates and controls all funds received, transfers, expenditures, and purchase requisitions. Establishes proper accounting procedures, audit trails for federal project account balances and prepares Governor & Council requests.
Establishes computerized ledgers for all grants and maintains accurate and updated fund balances and documentation for management.
Prepares monthly and year-end financial information, reports and documents; closes the financial ledger through the fiscal closing generator.
Creates training materials and templates for subordinate staff and other personnel in the proper techniques and procedures of grants management practices as required by the Government Accounting and Standards Board (G.A.S.B.). Maintains and updates a policy manual of accounting and auditing activities and work methods and procedures for federal grants.
Attends local conferences and meetings to keep current on newest financial requirements for grants allocation and to apply for new grants and for continued funds availability of existing grants as needed.
Assist the budget team with budget preparation, entering the budget into affinity and compiling budget documents.
MINIMUM QUALIFICATIONS :

1.5 Years of additional relevant experience = Associate's Degree
3 Years of additional relevant experience = Bachelor's Degree
4.5 Years additional relevant experience = Master's Degree
Education: Bachelor's degree from a recognized college or university with major study in accounting or business administration. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Four years' experience in accounting or auditing work, two years of which must have been in a supervisory capacity. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: None required.
SPECIAL REQUIREMENTS:
Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.
