Full Description

Oversees Real Estate and Facilities Departments and coordinates cross-functional communication and projects with Marketing and Customer Service and other departments. Provides leadership to the Real Estate and Facilities Department in expanding and diversifying the corporation’s real estate and facilities operations. Ensures ARRC maximizes its return from all real estate and facilties operations. Develops and maintains positive relationships both internally and externally, and works collaboratively to meet the needs of ARRC and its customers.


Duties and Responsibilities:

Supervises and interacts with Real Estate and Facilities Department Directors and Managers. Determines the highest and best use of properties. Oversees land and construction facilities development, which includes site assessment, market analysis, planning, appraisal, design, cost analysis, bidding, and other related functions.

Interacts with existing and prospective ARRC customers and tenants on a regular basis, solidifying long-term customer relations and service. Negotiates long-term land use agreements, contracts, easements and right-of-way agreements.

Interacts with Senior Leadership of the ARRC, the Board of Directors, local and state government official, and other stakeholders throughout the railbelt and represents the ARRC at public meetings and events. Coordinates long-range land use planning and regulation with state, federal and municipal policy makers in the areas of zoning, platting, wetlands, and flood way permitting.

Oversees corporate planning regarding long term vision linking real estate assets with Marketing and Customer Service, including freight and passenger services. Coordinates long-range land use planning and regulation with state, federal and municipal representatives.

Develops capital funding options for investment in ARRC real estate docks and waterfront properties.

May be required to participate in Incident Command exercises and activities.

FACTOR 1: Technical and Operational Knowledge
Demonstrates knowledge of ARRC income generation models and plans and prioritizes best use of internal capital for short-, medium-, and long-term return on capital investment. Stays up-to-date on economic trends and opportunities for management and development of income creating opportunities for the ARRC. Successfully coordinates cross-functionally with all ARRC departments. Manages, inspires, and motivates the employees in the Department. Delivers excellent customer service to current and potential customers. Prioritizes workload, absorbs information, and organizes priorities into action plans. Knowledgeable of ARRC leasing and permits along with regional understanding of real estate markets and market valuation. Maintains marketing knowledge and partnering skills with private developers.

FACTOR 2: Analytical Skills and Impact
Analyzes vision and master plan for ARRC land and assets with the objective of raising the value and creating increasing income streams. Adapts to changing markets in real estate, logistics and ARRC transportation service (freight and passenger). Facilitates coordination of land use planning with local, state and federal entities and utilizes ARRC's real estate to its highest and best use. Researches, applies for, and secures local, state and federal grants and participation for funding long-range investments.

FACTOR 3: Supervision and Control
Oversees the Real Estate and Facilities Department in management of ARRC land and assets.

FACTOR 4: Communication
Communicates and articulates current market trends and specific projects to ARRC Senior Leadership, Board of Directors and other stakeholders. Communicates priorities and direction with Directors and Managers of the Department. Exhibits strong personal communication skills emphasizing customer service.

FACTOR 5: Working Conditions
Works in corporate office environment with occasional visits to real estate or facility sites. May be exposed to harsh weather conditions and noise.

Minimum Qualifications

Education Requirements
Bachelor’s degree in Business Administration, Real Estate, Finance, or related field is required.

Work Experience
Ten (10) years of experience in real estate management or a related field is required, including experience in commercial real estate. Five (5) years managerial experience.

Preferred Qualifications
Master’s degree in related field is preferred.

The following briefly describes the main benefits available to regular employees of the Alaska Railroad Corporation. Actual benefits differ by bargaining unit.

Retirement Plans
ARRC Pension Plan – Participation is mandatory. You are automatically enrolled in the Plan when you meet the eligibility requirement of your bargaining unit. Employees contribute 9% of their Earnings on a pre-tax basis. The Railroad is exempt from participation in Social Security; however, Medicare Tax is withheld. Participants vest with 5 years of eligible Vesting Service which entitles one to receive a pension benefit at retirement age.


Tier 2 Description (Employees hired after July 1, 2015)
Normal Retirement Age is age 65, however, the plan allows one to retire as early as age 60. The formula for a monthly Normal Retirement Benefits is 2% x Final Average Earnings x all Credited Service.

Early retirement, survivor and disability benefits are available for vested participants.

401(k) Tax Deferred Savings Plan – Participation is optional. You may enroll once you meet the eligibility requirement of your bargaining unit. Depending on the bargaining unit, there may be an employer match.

457 Deferred Compensation Plan – Participation is optional for non-represented employees.


Insurance and Flexible Spending Plans
All plans are optional except the RR Dental Plan for bargaining unit employees.

Health Insurance Plan
A comprehensive health insurance plan, self-insured by the ARRC and administered by Premera Blue Cross Blue Shield of Alaska. Coverage is also available for the employee’s spouse and dependent children. ARRC and the participant share the premium cost. Bargaining unit employees are Eligibility after 90 days, and non-represented employees are eligible as of the date of hire.

The Railroad offers a Prefered Provider Organization plan (PPO Blue Essentials) and a Consumer Directed Healthcare Plan with a Health Saving Account (Gold Essentials). The Plans have the following features.

The Railroad also offers two dental plans.
The Railroad National Dental for repersneted employees
The Alaska Railroad Optional Dental Plan for both represented and non-represented employees.


Paid Leave & Holidays

Vacation Leave –accrual per bi-weekly pay period:

Represented Employees
0-3 Years of Service = 4 Hours
>3-15 Years of Service = 6 Hours
>15 Years of Service = 8 Hours

Non-Represented Employees
0-3 Years of Service = 6 Hours
>3-15 Years of Service = 8 Hours
>15 Years of Service = 10 Hours

Sick Leave: accrues at 4 hours (Represented) or 2 hours (Non-Represented) per pay period.
