The Department of Health, Division of Behavioral Health, is recruiting for a Mental Health Clinician 3
position in our Juneau, Fairbanks, or Anchorage Office.

What you will be doing:

Under the general supervision of the Health Program Manager 3, this Mental Health Clinician 3 position, (with working title Behavioral Health Specialist), is responsible for programmatic oversight of state-funded community behavioral health services provided by grantees assigned to the position and for assigned contracts.

This position is office-based work in a fast-paced environment and is being filled in Juneau, Fairbanks, or Anchorage. The Division of Personnel and Labor Relations (DOPLR) is offering telework during the pandemic, which may be modified to flexible in-office and telework arrangements.

Anchorage Regional Office
: $2922.00 Biweekly
Conveniently located in Midtown Anchorage and within walking distance to Cuddy Family Park, Loussac Library, and Natural Pantry.

Juneau Central Office
: $3068.25 Biweekly
Located in Vibrant Downtown, near Alaska State Capitol Building, Court House, Governor's mansion, State and City Museums, and within walking distance to various Restaurants, Coffee shops and Gift stores.

Fairbanks Regional Office:
$3009.75 Biweekly
Peaceful and quiet location next to the Alaska Club and a 10-minute drive to Downtown.

To be successful in this position the applicant will need the following competencies:

  • Psychology: Knowledge of the concepts, principles, and theories of human behavior and performance in various contexts, mental processes, or the assessment and treatment of behavioral and affective disorders.

  • Grants Management Laws, Regulations, and Guidelines: Knowledge of principles, laws, regulations, policies, practices, and guidelines of grants or agreement programs including their order of precedence.

  • Program Planning: Ensures State/Tribal/Community health improvement planning uses community health assessments and other information related to the health of a community, (e.g., current data and trends; proposed federal, state, and local legislation; commitments from organizations to act); develops program goals and objectives.

  • Technical Expertise: Effectively applies technical knowledge to solve a range of problems, develops technical solutions to new or highly complex problems that cannot be solved using existing methods or approaches; is sought out as an expert to provide advice or solutions in the technical arena.

  • Public Communications: Knowledge of the preparation and communication of technical, complex, and/or controversial information to the public, in a manner understood by non-technical people, on a variety of topics and through different forms of media and/or public meetings.

  • Professional license requirement - eligible for licensure as a mental health professional in AK and Other - Chemical Dependency Certification preferred but not required

Minimum Qualifications

Doctoral degree OR Master's degree from an accredited college in counseling, psychology, social work, child guidance, vocational rehabilitation, or a closely related field.

AND

Any combination of education and/or experience that provides the applicant with the knowledge, skills, and abilities in:

  • Therapy and Counseling: Knowledge of diagnosis and treatment of physical and mental ailments, and career guidance.

Progressively responsible professional experience performing psychotherapeutic casework.

"Progressively responsible," means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.

"Professional experience" means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment.

"Training" and "education" in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods, (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degrees) and short-duration (such as seminar) programs.

"Typically gained by," means the prevalent, usual method of gaining the competencies expected for entry into the job.

Special Note:

Some positions require the incumbent be licensed as a Clinical Social Worker, a Licensed Professional Counselor, or a Psychologies with a Doctorate in Psychology. This requirement will be addressed in the job posting.
