ABOUT THIS POSITION
Responsible for the fiscal management of all activities of the Aging and Adult Services Department, which is the Area Agency on Aging. This highly responsible position serves on the department's management team. The position also entails the preparation and submission of budgets for grant applications, the management of procurement and contract execution, and the fulfillment of all reporting requirements. Interacts with state and federal agencies, private funders, independent contractors, as well as community-based organizations. Ensures compliance with organization financial practices and protocols by working with grant accountants in the Finance Division. The position is responsible for managing two Aging Systems Specialists.
What you’ll do
Fiscal
- Prepares the annual Area Plan budget, including all financial information and schedules. Maintains a record of revenue funding streams and expenditures. Develops project priorities, evaluation criteria, and data analysis for the community services component of the five-county area plan.
- Creates and updates the Area Plan Update budget; prepares annual coding for new grants; develops financial schedules for audit of the fiscal year; generates the monthly invoice for reimbursement; reviews the accounts payable for compliance with budgets and regulations; prepares and reviews the Area Plan Update budget. Prepares journal entries for monthly revenue recognition
- Oversees fiscal aspects of non-OAA grants and programs such as Veteran’s Directed Care, Community Services Network, Administration for Community Living, Medicaid and works closely with Finance staff on fiscal management of those grants and programs
- Monitors service delivery and financial performance. Sets targets and creates projections. Identifies risks and opportunities related to service delivery and financial resources. Establishes the appropriate rate for services.
Contracts
- Coordinate the competitive procurement of services including RFPs for independent contractors, community-based organizations, and private service providers. Develops methods for selecting candidates and evaluating them. Manages, awards, and executes contracts.
Reporting and Compliance
- Assures that all required reporting is completed on all programs, including client tracking and service utilization. Acquires and translates service data into regular State and Federal performance reports. Provides support to the Older Americans Act Performance System by creating the monthly Service E Report.
- Coordinates state monitoring activities, responds to audit requests, and ensures the completion of any other reporting required by other funders.
- Develops and enforces local standards for program performance in accordance with federal and state legislation and mandates. Ensures compliance by contractors with all federal, state, and MARC regulations and requirements, aiding when necessary.
Management and Leadership
- Participates in the development of policies and procedures, as well as financial strategies, as a member of the Aging and Adult Services Department management team. Serves as an advisor to the Director of Aging matters related to finance.
- Participates in the staff meetings of the Finance Division. Coordinates and collaborates with other MARC departments on integrated projects
- Manages two Aging Systems Specialist positions. Encourages open communication and solicits feedback from employees to motivate and lead them. Promotes a culture of collaboration and teamwork. Ensures that work is allocated in a way that maximizes the strengths of the staff and that workflow is efficient. Promotes professional growth by coaching and requiring professional development. Serves as a leader who motivates team members and inspires them to achieve their goals.
About you
Skills you’ll need
- Knowledge of and/or ability to understand the Older Americans Act and all subsidiary programs.
- The ability to understand the requirements and regulations for grant administration at the federal and state levels.
- Proficiency in Excel and Office 365, and the ability to learn and use different platforms of software.
- Accounting theory, principles, and practices are required
- Experience in developing budgets, conducting financial analyses, forecasting, and maintaining records
- Extensive experience in contract administration
- A strong commitment to quality, efficiency, and effectiveness combined with proactive, strategic, and detail-oriented approaches
- Excellent verbal and written communication skills, including the ability to write clear reports, communicate findings, and articulate proposals.
- A demonstrated understanding of cultural competency and the ability to communicate effectively in a culturally sensitive manner with individuals and groups from a variety of backgrounds.
- Ability to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches.
- Ability to translate administrative reports and data into actionable information, identifying risks and opportunities
- The ability to identify and implement actionable steps to resolve problems.
- Ability to compile, organize, analyze, interpret, and communicate accounting data and results clearly.
- An ability to balance competing demands for time and to plan, assign, and/or supervise the work of others
Basic requirements
- A combination of life and career experience is acceptable in lieu of the following preferred qualifications:
- Bachelor’s degree in accounting, finance, public administration, or a related field. Master’s degree preferred.
- Five to seven years of relevant, progressively responsible related work experience, including two to three years of financial management, and two to three years of supervisory and managerial experience.
- Experience with the Older Americans Act, Medicare and grant management is preferred, but not required.
Physical Demands and Work Environment
This position requires manual dexterity sufficient to operate phones, computers, and other office equipment and the ability to sit and use a computer for significant periods of time. Alternates between sitting, standing, and walking as needed. This person must speak clearly to convey information accurately. Generally good working conditions with little or no exposure to extremes in noises, temperature. Little or no safety or health hazards. Minimal lifting.

Salary and benefits
Starting salary for this position is from $76,000 to $82,000 per year, depending upon qualifications. MARC offers an attractive team-oriented work environment along with a competitive fringe benefit package. MARC offers employees the flexibility to work remotely for up to two days per work week.
