Office of Early Childhood Operations – Division of Licensing
This position is located within the Office of Early Childhood Operations – Division of Licensing and will report to a classified Licensing Supervisor. The person in this position will assist in planning and directing statewide licensing programs. He/she will be directly responsible for all field operations through the supervision of a regional Licensing Supervisor and the Program Manager 1-Social Services that oversees the field staff. The person in this person must possess a thorough knowledge and understanding of all LDOE Licensing programs in order to effectively perform the duties of the Licensing Specialist 1 or 2.
The duties and responsibilities of the Licensing Specialist 1 or 2 will primarily involve the review, analysis and evaluation of facility operations for child care providers and may include, but not limited to the following:
- Through the review of records, personnel interviews, client interviews and personal observation, the Licensing Specialist will obtain information that is relative to the quality of care, the operation of the facility and compliance with licensing standards?
- Prepare reports and findings that will be used to make recommendations whether licensure should be granted, denied or deferred?
- Explain and interpret the licensing laws and regulations to direct care staff, management and administrations staff in both an informal and formal setting to advise in providing quality care, as well as provide explanation and consultation regarding items found to be out of compliance?
- Investigate complaints that are received from the public, professionals, law enforcement officials, other state agencies, etc. and prepare reports in a timely manner, as such findings could result in legal proceedings and revocation of licensure.
The preferred candidate should have work experience with state and federal publicly funded programs, skilled in reading, interpreting, and implementing laws, regulations, administrative code, and policies in licensing programs.
**A child care criminal background check will be conducted by the LDOE on the selected candidate prior to beginning employment.
NOTE : This position will require frequent travel, and the candidate selected must possess a valid Louisiana driver's license at the time of hire (appointment).
One position is available, and it may be filled as a job appointment, a new hire, by promotion of any permanent classified state employee OR promotion of a permanent classified employee of the Department of Education, Special School District, or the Board of Elementary and Secondary Education.
