THE POSITION
The State of Connecticut, Department of Public Health (DPH) is seeking a qualified candidate for the position of Health Program Associate (HPA) to work in the Community, Family Health and Prevention Section’s Office of Oral Health. The CFHPS works to improve the health of the overall population across the lifespan, especially mothers, infants, children, adolescents, and other vulnerable groups, by establishing opportunities that support healthy living habits through education, early detection, access to care and chronic disease prevention.

The HPA will oversee the administration and implementation of two federal grants, including coordination of activities across multiple staff, compliance with federal reporting and deliverables, contract, and budget management, grant writing, evaluation, and partnership development. This position will lead professional staff responsible for major projects, provide guidance and direction to the Office of Oral Health team, and serve as the primary contact for federal, state, and community partners.
The duties of this Health Program Associate will include, but are not limited to, the following:
- Serving as the Project Director/Principal Investigator for two federal grants. Monitor and administer all aspects of the grants, including coordination of activities, reporting and evaluation, contract management, communication, and partnership development.
- Leading professional staff responsible for major projects and provide overall guidance and direction to the Office of Oral Health.
- Overseeing the development and execution of contracts, writing requests for proposals, and grant applications.
- Monitoring expenditures, coordinating with Fiscal and federal agencies, developing budget revisions and carryover requests, and financial reporting.
- Developing and meeting all federal reporting requirements and continuation applications.
- Ensuring evaluation and surveillance activities are conducted in accordance with grant requirements and to promote policy and quality improvements.
- Collaborating with internal and external state and community partners to promote and improve oral health strategies statewide. Engage with the dental community and stakeholders to establish and/or maintain partnerships, coalitions, advisory groups, and work groups.
- Assisting the Health Program Supervisor with strategic planning for the Office of Oral Health as it relates to promotion, public messaging/website, staff mentoring/cross training, sustainability plans, etc.

2. A Master's degree in health education, hospital administration, public administration, public health or other closely related field may be substituted for one (1) additional year of the General Experience.
3. For State Employees one (1) year as a Health Program Assistant 2 may substitute for the General and Special Experience.
PREFERRED QUALIFICATIONS
- Experience in the administration of a health care program, system, or agency or other health care organization, including formal program planning, development, management, and evaluation.
- Experience procuring and managing state and federal grants, including oversight of programmatic, fiscal, and compliance.
- Experience establishing and developing collaborative relationships across state, local, and community partners and convening stakeholders.
- Experience developing and delivering presentations and trainings to lay and professional groups.
- Experience leading and mentoring professional staff responsible for major projects, such as developing/writing grant applications, contract language, and program reports.
