The State of New Hampshire, Department of Education, Workforce Innovation has multiple full-time vacancies for a Disability Examiner Trainee/ Disability Examiner.

Disability Examiner Trainee:

SCOPE OF WORK: Within the Department of Education, Division of Workforce Innovation, Bureau of Disability Determination Service, trainee learns and applies the policies and practices to develop, review, analyze, and evaluate medical and non-medical technical data for applications for federal Social Security Disability Insurance and Supplemental Security Income; and prepares determinations of entitlement in accordance with Titles II and XVI of the federal Social Security Act. Caseload assignment will be limited by claim type and number of claims assigned at the trainee level and will increase from partial to full case assignment by the completion of the training period.

ACCOUNTABILITIES:

  • Learns to investigate, review, and develop medical and vocational evidence to document the basis for initial disability claims and develops additional evidence to determine continued eligibility for benefits.
  • In a defined progression, through internal training and mentoring the trainee: analyzes, interprets and evaluates all factors in compliance with extensive professional federal program standards to determine to achieve sound programmatic determinations of eligibility and/or continued entitlement to Social Security benefits.
  • Identifies the need, and requests approval for authorization for appropriate medical, psychiatric, and psychological examinations.
  • In a defined progression, through internal training and mentoring the trainee: summarizes medical and vocational data and prepares an assessment of residual functional capacity and/or identifies those individuals whose medical conditions meet or approximate the level of severity contained in the Social Security Listing of Medical Impairments.
  • With modified assignment claim type, will prepare basic disability decisions containing a summary of the allegations, medical and vocational data, integrated with educational levels and age, and legal standards, to support a finding of eligibility or continued entitlement to eligibility for benefits.
  • May consult with physicians and/or psychologists employed by the Bureau to resolve conflicts in evidence.
  • Coordinates communication among such diverse parties as claimants, physicians, hospitals, employers, Administrative Law Judges, Departmental Business Office to secure needed information, assists claimants in pursuit of their claims, ensures attendance at consultative examinations and arranges for payment of invoices for medical examinations and evidence.
  • MINIMUM QUALIFICATIONS:

    Education: Bachelor’s degree from a recognized college or university with a major study in social work, counseling, education, psychology/sociology, law, human services, vocational rehabilitation, or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.

    Experience: Three years of experience in any of the following fields: teaching, counseling or guidance, personnel management, legal/law or public employment service, nursing or any of the allied health fields. Each additional year of approved work experience may be substituted for one year of required formal education.

Disability Examiner:

The Disability Examiner is expected to work on a variety of claim types and will receive related training to learn how to adjudicate the various claim types.

ACCOUNTABILITIES:

  • Analyzes, interprets and evaluates all factors in compliance with extensive professional federal program standards to determine to achieve sound programmatic determinations of eligibility and/or continued entitlement to Social Security benefits.

  • Prepares a disability decision, containing a summary of the allegations, medical and vocational data integrated with educational levels and age, legal standards to support a finding of eligibility or continued entitlement to eligibility for benefits.
  • Contacts clients to offer a pre-decisional conference to explain the basis of an unfavorable initial determination and the applicable federal law prior to finality of the decision.
  • May consult with physicians and/or psychologists employed by the Bureau to resolve conflicts in evidence.
  • Coordinates communication among such diverse parties as claimants, physicians, hospitals, employers, Administrative Law Judges, Departmental Business Office to secure needed information, assists claimants in pursuit of their claims, ensures attendance at consultative examinations and arranges for payment of invoices for medical examinations and evidence.
    • Completes claims through to conclusion without secondary review by either medical consultants or Quality Assurance reviewers as programmatically appropriate.

    MINIMUM QUALIFICATIONS:

    Education: Bachelor’s degree from a recognized college or university with a major study in social work, counseling, education, psychology/sociology, law, human services, vocational rehabilitation, or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.

    Experience : Three years of experience in any of the following fields: teaching, counseling or guidance, personnel management, legal/law or public employment service, nursing or any of the allied health fields, at least one year of which shall have been associated with adjudication of Social Security Disability Insurance claims. Each additional year of approved work experience may be substituted for one year of required formal education.
