General Definition of Work
Performs complex administrative work in planning, coordinating, and implementing all training programs for the Communication Center. Coordinates training for all new and existing communications employees within the E-911 center. Trains, supervises, and evaluates activities of assigned employees during their training process. Develops and maintains tracking of required certification and training programs.

Essential Functions
- Plans, conducts and maintains a goal-oriented training system for new trainees to include scenario based training; establishes an environment in which trainees are fostered and prepared for taking calls for service from citizens.
- Participates in the selection of communications officers to serve as trainers/mentors based on level of knowledge, expertise, and performance of job duties.
- Manages all training activities within the department; answers training questions and inquires; assigns trainer/mentor to trainees; monitors trainer/mentor and trainee during the employee’s training program; maintains and provides all training materials; establishes schedules of training classes.
- Participates in the review, interview, and selection process of communication officer applicants; makes hiring recommendations of qualified candidates to the Director.
- Establishes the training schedule for new hires, establishes progressive development training, in-service programs and remedial training as needed.
- Conducts new hire departmental orientation for first day of employment; responsible for preparing, distributing and reviewing new hire packets and training syllabus.
- Conducts training sessions and in-class room training for all new hires to include the Basic Operators School, APCO Certification, NC Aware, CJLEADS and other E-911 related operations and procedures. Conducts a wide variety of training sessions; teaches trainees how to effectively multi-task during emergency situations; conducts refresher courses.
- Reads and evaluates daily and weekly observation reports completed by the trainee and mentor; assesses the quality of the training conducted; takes corrective action to improve the level of performance; meets with the mentor on an individual basis to evaluate performance.
- Prepares, maintains, and updates training course content and materials; evaluates effectiveness; makes necessary changes to improve training protocols based upon training needs analysis, training outcomes, input from each training class and departmental feedback; reserves classrooms and meeting spaces; obtains needed audio visual or other equipment as needed; resolves any problems that may arise with training activities; Coordinates training changes with the Director to reflect new and changing procedures within the E-911 center.
- Maintains a comprehensive knowledge of training principles, procedures, and presentation techniques; research and assess new training techniques and programs; coordinates training resources and provides updates to web based materials when applicable; assures delivered programs meet individual employee’s career development needs resulting in successful training outcomes. Determines the training needs of the E-911 Center and identify new areas of knowledge and expertise to be developed.
- Performs training related administrative tasks; develops and maintains training databases; files training paperwork; tracks and maintains training hours and required certifications for each employee in compliance with departmental rules and regulations.; maintains certificates and recertification information for employees; posts all training sessions; prepares and maintains training and certification records and reports.
- Attends meetings, serves on committees, and makes presentations as needed. Serves as the acting Supervisor for all Communications personnel when the Public Safety Communications Supervisor is absent.
Knowledge, Skills and Abilities
Knowledge of Police Department policies and procedures; general knowledge of the methods of operating the communications system; knowledge of police and fire procedures, laws and ordinances; some knowledge of radio and teletype procedures; some knowledge of the geography of the City and location of important buildings; ability to type at a reasonable rate of speed; knowledge of Microsoft Office Suite and position specific software applications; ability to speak distinctly; ability to deal with the public under stressful conditions; ability to establish and maintain effective working relationships with supervisors, co-workers and members of the public.
Education and Experience
A minimum of two years of progressively responsible experience as a Senior Public Safety Communications Operator and able to perform all call taking functions, dispatching of law enforcement and fire personnel. Ability to obtain NCIC/DCI Certification, NC Aware Instructor Certification, CJLEADS Instructor Certification, APCO PST1 Instructor Certification, CTO Instructor Certification and General Instructor Certification.
Physical Requirements
This work is sedentary and requires little to no exertion of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing and walking; work requires close vision, ability to adjust focus, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work is generally
in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
National Crime Information Center (NCIC)/Department of Criminal Information (DCI) Certification through the SBI (Renewed every 2 years via testing)
