The Department of Workforce Development Unemployment Insurance Division is seeking a Collections Section Chief to oversee operations for the Collection Section in the Bureau of Tax and Accounting.

This position will be headquartered in our downtown Madison, Wisconsin office conveniently located at 201 E. Washington Ave. The individual hired into this position is expected to work remotely. Occasional in-person attendance may be required as needed to attend meetings, training, etc. High-speed internet access is required to meet the needs of remote work. Remote work is subject to change based on agency directives.

Position Summary


This position has the following duties:

  • Management of all collection functions of the Unemployment Insurance Division
  • Supervise Collection Section unit supervisors overseeing the work of 25-30 staff members
  • Establish and administer policies, procedures, and practices for the section
  • Serve as subject matter expert, consulting with internal and external stakeholders as it relates to collection section activities
  • Maintain accountability over potent legal collection remedies used by the section
  • Plan, implement, and test automation projects for the section
  • Compile, review, and provide reports using data from the collections data warehouse as well as other sources

Salary Information

This is career executive position, and a 2-year long probationary period will be required. The classification title for this position is Workforce Development Program Manager (schedule 81, range 02). This position is not represented in a collective bargaining unit and is exempt under the Fair Labor Standards Act.

Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

Job Details

Qualifications

You will need to have experience in:

    • Directing the work of others in a leadership role (lead worker, advanced worker, project manager, etc.)
    • Collecting debts and/or utilizing compliance/enforcement actions in a state or federal agency (i.e.; levies, warrants, wage garnishments, etc.)
    • Working with Unemployment Insurance programs, policies, and statutes
  • Managing concurrent projects with competing priorities and strict deadlines
  • Communicating effectively with external and internal stakeholders both verbally and in writing

It would be nice to have experience in any of the following:

    • Serving as a formal supervisor (hiring, evaluating, coordinating staff, etc.)
    • Analyzing and interpreting complex data to identify trends and develop reports
    • Leading process improvement including creating/updating documentation, training staff, communicating to stakeholders, evaluating outcomes, etc.
