Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree.

Substitution of Experience for Education:Professional experience in financial analysis or investigation, negotiation of delinquent payments, or full-time experience in the Tennessee Department of Revenue may substitute for the bachelor's degree on a year-for-year basis, to a maximum of four years.

The substitution of education for experience.: None.

OR

One year of experience as an employee of the Tennessee Department of Revenue's collection services division. Tax-related work.

Necessary Special Qualifications: An employee in this class may be required to possess and maintain a valid motor vehicle operator's license, personal vehicle insurance, and reliable transportation.

Examination Method: Education and Experience, 100%, for Preferred Service positions.


Summary

This class is responsible for tax collection and tax enforcement work of routine difficulty, in that the incumbents of the latter are responsible at the working level for collecting delinquent taxes from businesses and individual taxpayers. An employee in this class learns to interpret and enforce tax laws, rules and regulations through a prescribed set of collection and enforcement procedures.

* An applicant who is appointed to this career path class will receive a salary increase and be reclassified after successful completion of a two-year training period as an Intermediate Revenue Collection Officer. An insufficient or marginal performance during the training period will result in automatic demotion or termination.


Responsibilities

    • Learns determines payments and/or determines what steps need to be taken to collect delinquent revenue through reviewing and negotiating payment options with delinquencies within specified timeframes.
    • Learns to use designated resources to locate necessary information, assets, and individuals in support of tax collection.
    • Learns methods for evaluating taxpayer assets and ensuring accuracy of financial information and liabilities for delinquent taxpayers.
    • Learn to re-evaluate the delinquent taxpayer's ability to pay, whether or not the ability to pay has changed.
    • Learns to investigate complaints as delegated by leadership.
    • Learns will interact with business representatives, individual taxpayers, financial institutions and lawyers. Law enforcement officials in the process of searching, locating and aiding taxpayers in collecting delinquent taxes. '
    • Learn to interpret and explain tax types and laws, as well as tax laws, rules, and regulations, in order to answer general tax related questions and perform job functions.
    • Learns to prepare and maintain detailed case notes of collection activities.
    • Learns procedures and best practices to address uncooperative taxpayers, resolve delinquent tax cases.
