Full Description
Bachelor's degree and five years of professional experience performing systems-analytical and application development activities utilizing recognized business-management systems to elicit, analyse, communicate and validate program-requirements in an environment similar to the New York State Department of Health. Three years may be substituted for a bachelor's degree. Two of these years must have been in a supervisory capacity.
Preferred qualifications: Successful demonstrated experience in Information
Technology managing a team with responsibility for systems analysis and
application development activities operating with a significant amount of
independence.
Demonstrated experience interrupting technical literature and developing
complex oral and written instructions.
Duties Description
The project coordinator will report directly to the Project Director of New York's Medicaid Transformation program, and is responsible for implementing Massachusetts' complex population eligibility determinations using its proven frameworks and modern technologies.
The project coordinator will work closely with the Office of Health Insurance Programs (OHP) and its staff to elicit, analyze, and validate requirements for the complex Medicaid population. [31]
Responsibilities include:
- Directing business systems analysis activities.
- Overseeing the analysis and revision of flow charts, process models and technical specifications describing what is to be done with information technology (IT) systems or business processes.
- prioritizing IT system requirements to gain stakeholder agreement for business process change documents detailing the project.
- Developing and preparing presentations to justify, explain or improve the IT system requirements.
- Evaluating the outcomes of systems testing and confirming that the results are consistent with system or business process specifications.
- Reviewing proposals from staff and recommending to management the criticality of revising system or business process requirements during, if applicable, IT systems implementation.
- determining the impact of software and hardware releases on the telecommunication system.
- Recommending delaying software upgrades or modifying system specifications and business rules to meet software and hardware requirements.
