What We Offer
Aside from our base salary range, an employee within this position will also be eligible for the following benefits :
- The general salary increase (GSI) is a general salary. of 4.0% effective December 24, 2023 and 3.5% effective December 22, 2024.
- New Hire/Retention/Referral Incentive: **** New hires may be eligible for a one-time New Hire Incentive up to 10% of the current annual base wage. (Subject to the applicable section of the Management Resolution (Secs. 625 – 627)
- Educational Incentive for completion of an associate degree (2.5%), a bachelor's degree (3.5%), or a graduate degree (5%) that is not required for the position.
- Annual Leave Redemption/Accrual: The option to cash out up to 100 hours out of 208 total accrued Annual Leave hours per year. A candidate selected for this position will earn 208 hours per year increasing to 288 hours after 5 years of service.
- Deferred Compensation: Section 457 Plan and/or 401(k) Shared Savings Plan with up to a 3% match on your 401(k) contributions.
- Health Plans: You are afforded a flexible credit allowance of up to $21,450 annually for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
- Flexible Spending Accounts: Pre-tax benefit towards eligible medical, dental, and vision care expenses.
- Pension Plan: Participation in the County's defined benefit plan which has reciprocity with CalPERS.
- Bilingual Incentive: Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).
- Holidays: 12 paid days per year which includes a scheduled floating holiday.
Under general direction, the Payroll and Retirement Specialist specializes in processing retirement adjustments, transferring payments to retirees, reviewing payment agreements or refunds with employees, and performing various special projects or tasks. )
The ideal candidate must have some, but not necessarily all, of the following characteristics:
- Extensive education and experience in managing and completing payroll and related calculations and reconciliations.
- Demonstrated skill in performing complex mathematical computation;
- Extensive working knowledge of principles related to California's retirement and pension laws (CERL and PERA), and understanding of the retirement earnings, contributions, salary calculations and withholdings.
- Extensive working knowledge involved in the preparation of payroll, including reconciliation, monitoring and control of statutory reporting. ):
- What is the importance of payroll related accounting practices, labor contracts and their impact on payroll?
- State, federal and local compensation standards? What are they?
- Configuring, testing and troubleshooting payroll application programs and interfaces.
PAYROLL TITLE: Staff Services Specialist I
Staff Services Specialist II : Assignments at the i level are limited in scope, complexity and service operation or other work performed, and the impact on other county agencies.
The eligible list established from this recruitment may be used to fill current and future Regular, (including Temporary and Fixed-Term), Intermittent, and Extra Help vacancies for This or similar positions are only slightly different. There is currently one regular vacancy in the Auditor-Controller's office.

TENTATIVE SCHEDULE
OPENING DATE : Monday, September 18, 2023

schedule for the remainder of the process will depend upon when we receive a

Examples Of Duties
Duties may include, but are not limited to, the following:
- The company runs various biweekly retirement audits and processes worklist items, using knowledge of payroll and retirement rules and eligibility.
- For various reasons, this process includes payroll adjustments and corrections including reciprocity, tier changes, and member date changes;
- As part of biweekly payroll processing, he runs various payroll audits and performs calculations. For example,
- Provides various questions regarding payroll and retirement calculations from county employees, payroll departmental representatives and various departments including the California Regulatory Board, the California Board of Equalization, the California Government Employees' Retirement Board and the California Employees' Representative Board (CERB).
- Maintains status logs for all retirement and payroll processing tasks, produces biweekly reports, and updates documentation as needed.
- Performs other related duties as assigned. )

EDUCATION, TRAINING and EXPERIENCE:
Considerable progressively responsible operations, project or staff experience
related to the reporting level, complexity of work performed, and other
requirements leading to the acquisition of knowledge, skills and abilities of
the position.
NECESSARY SPECIAL REQUIREMENTS:
- Extensive experience in customer service?
- Working to considerable knowledge of principles and techniques involved in payroll preparation, reconciliation; monitoring and control; statutory reporting.
- The knowledge of payroll related accounting practices and their impact on payroll.
DESIRED:
- How does one get experience in payroll and retirement administration for a government agency?
- Experience in handling sensitive confidential information and processing complex multi-step calculations regulated by state or federal law(s)?
- How do I understand labor contracts and their impact on payroll?
- Some experience with managing and storing up payroll-related retirement income, contribution calculations.
- A bachelor's degree in accounting or a related mathematical field (e.g., Business, Finance, Economics, Statistics) or equivalent technical training and/or certified payroll professional certification.
KNOWLEDE, SKILLS, and ABILITIES:
Working to a considerable knowledge of:
- In the preparation of payroll, reconciliation, monitoring and control of statutory reporting principles and techniques.
- What are the impacts of labor contracts on payroll?
- IRS rules and regulations;
- Federal and state payroll laws? What are their similarities?
- Fair Labor Standards Act (FLSA)? What are its provisions?
- Retirement rules from PERA and CEL.
Skill in:
- Providing exemplary customer service to various audiences, including:
- Use of Microsoft Excel and Word to prepare spreadsheets and documentation? ;
- Analytical skills, data recollection and problem solving are needed to research and resolve problems.
- Organization and time management.
Working ability to:

TRAINING AND EXPERIENCE EVALUATION
A Training and Experience Evaluation (T&E) is a structured evaluation of the

ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to
evaluate and compare participating examinees' knowledge, skills, and abilities
in relation to those factors which job analysis has determined to be essential
for successful performance of the job. Examinees must earn a score of seventy
percent (70%) or higher to qualify for placement on the eligible list.
If there are three or fewer qualified applicants, an oral examination may not be conducted. A score of 70 per cent (70%) will then be assigned to each application and each applicant will be placed on the eligible list.
After completing the examination process, applicants may be placed on an eligible list for a period of one year.
