Duties
- You will perform legal research, prepare a draft legal memorandum and write documents on a wide variety of civil employment issues.''
- You will produce legal work products prepared in all aspects of personal law, including equal employment opportunity, labor-management relations, adverse actions, pay policy and benefits, and hours of work. '
- You will conduct legal research and develop case files to rebut allegations of bias in EEO cases.
- You will select, summarize and compile comparative data to examine alleged biases in the governing authority.
- You will assist agency managers by drafting correspondence responding to unfair labor practice claims, and appear in court or at third party proceedings to assist attorneys as a technical representative.
- You determine the releaseability of government records and other information, and prepare correspondence relating to FOIA and PPA requests.
- You will prepare concording letters for command-directed investigations and Judge Advocate General (JAG) manual appointment letters, citing appropriate JAG manual sections for the Commanding Officer's signature.'
- You will serve as the office manager for the Office of the Registrar.
- You will assist the Counsel in the management of the Ethics Program by conducting orientation and exit briefings, conduct ethics training for possible conflicts of interest, and review financial disclosure statements.
- Within this command, you will answer routine ethical questions.
- You will serve as a records liaison for the Office of the Registrar and be responsible for maintaining office records in accordance with the Department of Defense and the Department of Navy Records Management requirements.

Qualifications
Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the next lower pay band (NH-02) or grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing legal research and analysis of information, providing intellectual support for investigations, arbitrations and other administrative proceedings, drafting and editing memoranda, correspondence and disciplinary actions, managing the FOIA, Privacy Law and Ethics programs and performing law office management responsibilities. NH-03 is equivalent to GS-12/13 grade levels. This position has a control point, thus the salary range for this position will be capped at $111,628 (GS-13, Step 05). If your current salary is above this amount, your salary may be matched again.
