Primary Objective

The city of Bloomington is seeking an individual to provide leadership and management for the City's business licensing activities. This work includes investigating license applications, conducting inspections, coordinating with other city departments and outside agencies and responding to licensing inquiries and violations.

Examples of Duties

Licensing:
  • Coordinates the issuance and renewal of all business licenses, investigating license applications to ensure compliance with city, state and federal regulations.
  • Responds to inquiries, complains and requests regarding licensing.
  • I research and work with business owners and their lawyers to resolve licensing issues, complains, and issues.
  • Coordinates with other departments and agencies on license compliance issues, including investigations.
  • Performs inspections of business establishments for compliance with city code and state law.
  • As a back up for licensing/passport specialist duties, it serves.
  • Assists with answering phones and providing service at the main office.
  • In coordination with the ITS, he serves as the technical expert of the business license computer system (s).
  • Assists in the development and update of new, existing ordinances.
  • He participates in multiple licensing groups.
  • Prepares licensing items for City Council meetings.
  • He provides training and guidance to licensed passport specialists.
  • The data designate serves as the data request information provider.
  • Reviews applications for special events and leads review meetings with associated departments, coordinates with event managers to ensure compliance with special event regulations.

Passports:
  • It provides coverage for passport application and photo requirements.
  • The coverage provides daily transmittal reports.
  • Manages passport equipment, supplies and forms.
  • New passports are accepted in conformity with state standards.
Other Duties:
  • Coordinates with Finance to ensure accurate accounting of divisional payments and maintains the division's cash drawer.
  • The Bloomington cemetery provides backup for sales and records keeping.
  • Reviews divisional documents and coordinates translation services to ensure compliance with the Accessibility Law. '
  • Assists with election equipment testing.
  • Assists with election activities as needed.
  • Other duties as assigned.

KNOWLEDGE, SKILLS, & ABILITIES REQUIRED
  • The ability to use analytical skills to interpret state and city laws and regulations.
  • With minimal supervision, the ability to set priorities and manage time is maintained.

Minimum/Desirable Qualifications

MINIMUM QUALIFICATIONS
  • One of the following:
    • MCMC (Minneapolis Certification Committee) is a state level certification.
    • I am a certified municipal clerk (CMC).
    • Two years of business or public administration, or a closely related field.
  • Three years of experience with Microsoft Office products. "
  • Three years of experience with data warehouse software.
  • Three years of experience providing service to a diverse client base.
  • Three years of experience preparing reports or correspondence.
  • Certified passport agent or ability to obtain within first six months of employment. '
  • Valid driver’s license.

DESIRABLE QUALIFICATIONS
  • Three years of experience managing work teams.
  • Three years of business licensing experience at the state, county or city level.
  • Three years of work experience explaining complex rules and regulations.
  • In addition to English, the ability to speak a second language that has been recognized in the community (such as Spanish, Somali, Vietnamese, Chinese, or Cambodian), etc.

SUPERVISION OF OTHERS
This position provides training and technical guidance to license/passport specialists. )
CONDITIONS OF EMPLOYMENT:
  • The U.S. Department of State must renew and maintain passports every year.

Anticipated Hiring Range: $33.04 – $35.05 Hourly
Actual salary range: $33.04-$44.05, hourly salary, 2023?
