Full Description
Social service work at the managerial level involves managing a specialized program within the City's human services or correctional program through subordinate supervisors. The employee is responsible for directing operations and determining budgets related to various departments and divisions. The employees' responsibilities include ensuring successful implementation and obtaining desired outcomes.

The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements within 30 days after the last date for filing applications.
1. CIVIL SERVICE STATUS : Presently employed by the City of Philadelphia with permanent Civil Service status in the Department of Human Services (DHS) with a performance rating of Satisfactory or higher;
AND
2. EDUCATION :
Specimen Only Children and Young Services ; Specialty Only Children and Yong Services; Yong Only and Specifiy Only Children And Yong Species ; YMCA ; YASC Certification ; Only Children and Youth ; Specifity Only Children and Only Yong Students ; SPECIFY Only Children and Just Yong Specializing in Only Children and just Yong.
Completion of a master’s degree program at an accredited college or university with major course work in social work;
AND
2. GENERAL EXPERIENCE :
Four years of social work experience, two years of which has been at the full performance level;
AND
3. SPECIFIC EXPERIENCE :
Children and Youth Services
Three years of social work experience supervising social workers in the area of specialization.
NOTE : In accordance with Pennsylvania Act 33 of 1985, State Criminal Record and Central Register reports may be required prior to appointment to positions in this class having responsibility for direct child care.

Department of Human Services will be established as a result of the examination.
Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.
PREFERENCE FOR PHILADELPHIA RESIDENTS – Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score. If you have maintained a bona fide residence in Philadelphia for at least one year immediately preceding October 23, 2023, you are eligible to claim residency preference.
If there are any questions about your residency preference, it may require documentation of your residence. Your answer to the residency question will be used to determine your eligibility for residency preference.
