ABOUT THIS POSITION


To achieve its mission of fostering diverse and affordable housing options, the City of Phoenix's Housing Department owns roughly 5,000 public and inexpensive housing units, administers over 7,000 housing choice vouchers in Arizona County, and works with for-profit and nonprofit partners to create more affordable living spaces.

A highly detail-oriented, passionate individual is being considered for a position in the Affordable Housing Division as a Project Manager. The Affordable Housing Division is responsible for leading the implementation of the City of Phoenix's approved Housing Plan (HPP) by 2020, which aims to create or maintain 50,000 market-rate, skilled, and affordable housing units through nine policy initiatives. As the project manager, the candidate will be responsible for implementing the HPP's objectives, including amending city ordinances, promoting public-private partnerships/new affordable home programs, revising new neighborhoods, and revitalizing old ones.

The project manager's role involves:.

  • Working together on the implementation of the nine HPP projects and analyzing important performance metrics related to their progress and goals.
  • Writing expert reports and captivating talks on HPP projects.
  • Collaborating with City departments to identify potential land acquisition opportunities for the future development of affordable or mixed-income housing.
  • Conducting negotiations with City staff and relevant departments to develop affordable or mixed-income housing projects on City-owned land. Requests for Proposal (RFP).?
  • Responsible for overseeing development projects, which include obtaining funding, reviewing construction plans, managing the permitting process, reviewing funding applications, developing and maintaining project schedules and budgets, ensuring federal compliance, conducting project inspections (e.g., application for subcontractor/supplier), and overseeing project closeouts.
  • Keeping track of funding, development contracts, timelines, and outcomes for Affordable Housing and Community Land Trust initiatives.
  • Taking part in an education campaign to make HPP successes known to both internal and external audiences.'
  • Managing the Affordable Housing Portfolio and the Homeless Program along with other administrative tasks.

SALARY


The salary range for this job is $66,185.60 and it pays $131,040.00 per year.?

MINIMUM QUALIFICATIONS

  • 4 years of responsible experience in urban development, redevelopment, business support, capital improvement, design, and construction projects, which required either supervision or participation in planning and programming processes.
  • A degree in public or business administration, urban planning, architecture, engineering, construction management, or a related field. All students must complete 1-2 years of coursework.
  • Other combinations of experience and education that meet minimum requirements may be substituted.
