Description

The Kentucky Office of Homeland Security (KOHS) is Kentucky's strategic center of gravity for the accumulation and dissemination of critical information through collaborative efforts with local, state, federal and private sector partners. It provides relevant and timely intelligence, executive directives and resource allocations for preparation, prevention, response and recovery of all hazards or incidents that affect the safety, security and health of the Commonwealth.

The executive director position covers a wide variety of policy, financial and administrative support responsibilities. They serve as the Security Advisor on the Hill for Kentucky's Office of Homeland Security and the Kentucky 911 Telecommunications Board.

This position will perform a variety of policy development, financial management and grant administration functions. It also provides administrative support for the 911 Services Board, the 911 Advisory Board and the 911 Board Administrator; and serves as a board ambassador to certified 911 call centers throughout the Commonwealth.

As part of the Security Advisor's responsibilities, this position will also serve as a security liaison and Privacy Officer.

To include (but not limit) job duties:

  • Developing, implementing and overseeing the development of policy. Programs and initiatives to assist Kentucky's 117 certified 911 call centers in transition from legacy technology to Next Generation 911 technologies.
  • Providing support to more than 100 board-certified PSAPs (911 call centers) as they adopt and implement Next Generation 911 policy, programs and procedures.
  • Assisting with the audit of 911 services, PSAPs and wireless telecommunications providers.
  • Analyzing annual PSAP survey submissions.
  • Analyzing and ensuring compliance of wireless service provider payments, ZIP code submissions and wireline communications.
  • Assisting with grant program administration, to include:
    • Administering and executing grant contracts?
    • Overseeing grant compliance requirements
    • Reviewing grant reimbursement requests
    • Issuing grant reimbursement payments
    • Performing grant closeouts
    • Reconciling the obligated grant balance.
  • The process of completing a wireless telecommunications provider's application.
  • Preparing quarterly PSAP volume calls and pro-rated share payments, i.e.
  • Processing invoices and payments for Board expenses.
  • The Kentucky Intelligence Fusion Center will oversee the operation of the secure facility.

This position also has additional duties as Kentucky's Office of Homeland Security's Security Liaison and Privacy Officer, including (but not limited to):

  • Overseeing access to the secure facility for clearance holders, managing access to the security system.
  • Performing monthly login audits of the Homeland Security Data Network.
  • Performing trusted agent duties, creating HSDN accounts for clearance holders and managing token access.
  • Performing a monthly audit of classified document storage, initiate the process of document destruction when appropriate.
  • Initiating, submitting and tracking the progress of all clearances to the Department of Homeland Security.
  • Tracking and reporting of foreign travel of active clearance holders.
  • Performing oversight and progress of annual training programs for active clearance holders.
  • Performing annual security review and evaluation.
  • The Department of Homeland Security acts as the primary contact with the FBI for any security issues (Security Violations, Clearance Nomination Issues and Clearances Roster Reconciliation).
  • Responding to all alarm system notifications.
  • The primary contact for special projects (such as hardware/software upgrades, or infrastructure upgrades) is the company.

It would be helpful for the candidate to have a background in 911, but it is more important to find the right person than to mandate a certain work history. Regardless of past experience, the ideal candidate will demonstrate:

  • Ability to create, implement and manage policies, programs, and procedures for an audience with diverse technical abilities.
  • Strong organizational skills
  • A solid background in business accounting (MS Excel is a must and database management is a plus)
  • Grant application/administration experience
  • Experience working with eMARS
  • An ability to multi-task and effortlessly shift gears within an ever-changing work landscape.
  • Exceptional attention to detail
