Duties
- Carry out a diverse array of data analysis tasks that involve unconventional issues, original thinking techniques, cutting-edge methods, and/or novel technology to advance CCI EMSO goals.
- Performs superior research in the areas of analytics and business processes to suggest methods that leverage data analytics to improve support for CDM and EMSO goals.
- Performing authoritative analysis of complex user requirements and designing programs to support them. Collaborating with senior leadership on complex data problems, providing sound recommendations, and implementing data decisions based on expert scientific data principles and affordable solutions. Positioning as an independent contractor is essential.
- Provides authoritative written and oral presentations, such as briefings on policy matters or other formal documents, training sessions, consultations with staff members on issues of concern to facilitate cooperation among staff services and activities, resolve controversial matters, and convey information relative to precedential findings.

Qualifications
This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the work category are at the "Professional" work level is "Expert" and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
Basic requirement or individual eligibility requirement: A.
EDUCATION: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR

AND
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a broad range of data analyses, mathematics, statistical analysis, modeling, simulation, and other scientific concepts, principles, standards, methods, techniques, practices, and procedures to develop feasible data architecture recommendations for new and emerging models and analysis tools and projects. Knowledge working with large and complex data sets and performing extensive, authoritative analyses of volumes of data to design and deliver frameworks to facilitate data development lifecycle and design. Knowledge of data modeling, query authoring, and performance tuning with an expert understanding of data modeling best practices, relational and graph databases to develop, analyze, and implement new methodologies to fuse data sources derived from requirements and systems. Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
The knowledge, skills, and abilities (KSAs) of individuals are highly valuable.): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- To develop workable data architecture recommendations for emerging models and analysis projects, requiring expertise in data analysis, mathematics, statistical analysis of variance, modeling, simulation, and other scientific concepts. This requires working with large and complex data sets and conducting extensive analyses of large volumes of data to create and deliver frameworks for data development and lifecycle design. Proficiency in this area is essential.
- Experience in data modeling, query creation, and optimization with a thorough understanding of data models, relational and graph databases, to develop, analyse, construct, utilize, or implement novel methods for integrating data from various systems and requirements.
- Experienced knowledge of data management principles, procedures, and tools, including modeling techniques, data backup, recovery, erasure, prediction, classification, analysis, categorization, reporting, planning, leading, managing, prioritizing, or spearheading analytic work; acting as an expert in data governance, analytics, analytics, network management, operations, methods, best practices, operational excellence, risk management (ATM), and information sharing within each mission domain.
- Experience in predicting the effects of changing technology and demonstrating expert judgment, innovation, and creativity when using analytical and evaluated methods to identify, investigate, or address significant problems. Additionally,
- Having extensive knowledge of various applications and platforms such as SQL, OpenBSD or Windows technologies, Python/R technology; Microsoft Office Suite programs; data visualization tools (on-premises and in-cloud analytics), services for building integration, the use of diverse data modeling tools to evaluate the data architecture of an organization, and recommendations for improving data analysis. Additionally, there are plans from Google, Facebook, Ruckus, and others to develop joint projects with similar capabilities.
- Ability to broadly apply information systems security principles and concepts to ensure that data analytics are conducted in accordance with ever-evolving information security best practices. Experience in generating authoritative reports, position papers, briefings, and presentations that are clear, concise, compelling, informative, or persuasive, while also serving as a spokesperson for senior executives, DoD officials, and government and private industry data analysis professionals.
- The Air Force has designated this position as a Testing Dedicated Position (TDP) under the Air Force Civilian Testing Program, where employees must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions poses indiscriminate harm to the mission of the Armed Forces, national security, and public safety.
- A Mission Essential (ME) position that performs a Mission Critical (MCF), which requires continuous maintenance and complete resumption of all functions, is described in IAW's DoDI 3020-42. Continuity of Operation Programs.
- The duties of this position are classified as category 4, and they cannot be left vacant during a national emergency or mobilization without causing significant harm to the Ready Reserve. This position cannot join the force and must be removed from the order. (IAW: DoD 1200.7, "Screening the ready reserve").
