Performs complex (weekly-level) data analysis and research work within the DPP Medicaid Cost/Accountability Reports for the Health and Human Services Commission (HHSC), Financial Services Division (FSD), Provider of Investments (PFD), and Cost Report Review Unit (CRRU). Working involves reviewing and analyzing data collected from DPP Medicaid cost/Accountability Data to ensure data reviews are in accord with Government Auditing Standards (as applicable), Texas Administrative Code, and Agency policy and procedures.

Essential Job Functions:
1. EFJ: Interpret historical, current, and projected data to identify problems, causes, and areas for which process and procedural data are used and collected for desk reviews.
2. EFJ: Identify, document, make recommendations, and implement approved recommendations to ensure desk reviews are completed in accordance with Government Auditing Standards (as applicable), Texas Administrative Code, and Agency policy and procedures.
3. EFJ: Develop, evaluate, recommend, and approve changes to forms and reports, business and management practices, and improvements to standardize or improve the desk review process.
4. EFJ: Review comprehensive technical records and reports that present and interpret data and identify alternatives.
5. EFJ: Evaluate agency functions and activities being considered for conversion to contract operations and industry developments and make recommendations for agency applications.
6. EFJ: Facilitate meetings with stakeholders from all areas and levels of the agency to gather necessary information for guidance documents.

Knowledge Skills Abilities:

  • As applied to the analysis, evaluation and management practices of programs, policies and procedures, methods and procedure analysis techniques, work simplification methods, forms and records design and control procedures.

  • Can analyse or evaluate problems to develop, recommend and present alternative solutions, conduct or coordinate studies to understand policy and procedures, design programs and training, prepare concise reports and communicate effectively.

  • Generally accepted accounting principles, knowledge of government auditing standards (as applicable).

  • Knowledge of the Texas Administrative Code, applicable rules and regulations; policy and procedures of the Commission; and legislative practices and procedures.

  • Learn about office management practices, administrative procedures, and accounting methods and systems.

  • Skilled in numerical analysis and record keeping, handling multiple projects; managing the deadline.

  • Can identifiy problems, prepare concise reports, evaluate alternative options and make sound decisions.

  • Specializing in the use of Microsoft Office applications, with an advanced skill level in Microsoft Excel.

  • Skilled with business objects and/or tableau, or databases (SQL, etc.) preferred.

  • Health and human services programs, services, and procedures.

  • Ability to interpret and/or develop policy and procedure.

  • Skill in interpersonal relationships, teamwork and establishing effective working relationships with people at various levels of experience.

  • Ability to manage projects effectively and produce quality work. To meet the deadline.

  • How can I learn and teach complex concepts?

  • Can concentrate for extended periods of time on detailed documents and projects.

Initial Selection Criteria:
Two years of experience in data analysis and data research work. Graduation from an accredited 4-year college or university. Relevant experience may be substituted for education on a year to year basis.
