Construction Observer II position:

Department: Observer

Reports To: Observer Supervisor

Location: Bismarck, Casselton, Horace

FLSA Status: Non-Exempt


General Summary:


A Construction Observer II usually has 5 plus years of similar experience, will provide field engineering and technical support services for Real-Time Engineering outside plant construction projects. Travel is required but all expenses are paid. A Construction observer spends most of his time outside, watching construction workers and observing construction projects for telecommunication companies. '


Essential Duties and Responsibilities:


  • Construction observation of telecommunications plant outside construction projects.
  • Oversee Construction management and prepare for field work.
  • Assist with design, plans, specifications, reports, maps, schedules, estimates, data collection and documents and agreements as needed.
  • Communicate consistently with project manager and contractors.
  • Provide coordination of Reading Engineering staff, client and contractors.
  • Participate in and facilitate meetings with contractors, public and private entities, and customers.
  • Provide quality control by reviewing completed work to ensure compliance with Reading Engineering quality standards.
  • Utilize effective written and oral communication.
  • Lead, mentor and direct others.
  • Learn to read and interpret construction plans to provide client management, and communicate effectively by answering questions from coworkers, contractors, or customers. '
  • Be familiar with the plans and specifications, and related materials, for each project and be able to utilize the information appropriately.
  • Using company established standard procedures, use Microsoft Office software as well as other software and equipment to prepare and revise technical drawings.
  • He will be required to understand and follow standard company drafting procedures for file structure and standard drawing procedures in projects.
  • Having a strong work ethic and being able to effectively manage multiple priorities and adapt to change within a fast-paced environment.
  • Must have a valid driver's license and be able to operate a motorcycle.
  • Regular, reliable and punctual attendance is required.
  • As required to perform the job function or as assigned, perform other duties and responsibilities.

Qualifications:


  • Knowledge and understanding of aerial, underground, and space structures.
  • The knowledge and understanding of telephone industry standards, local telephone practices and procedures. Local, state and federal government rules and regulations.
  • Experience in construction and knowledge of telecommunications systems outside of construction projects.
  • Microsoft Office program: What are the skills required to work in Microsoft Office?
  • Skill in field data collection, using handheld GPS equipment, computer-aided drawing systems or Geographical Information Systems (GIS)
  • Ability to apply principles, techniques and procedures for design and production. )
  • Can facilitate field trips and meetings with customers, developers and government agencies.
  • Ability to exercise creative thinking, independent thinking and initiative.
  • Ability to work independently
  • Demonstrate your desire to learn new skills as technology changes.
  • Demonstrate the ability to perform multi-task tasks?

Education and Experience:


  • (5) years of related work experience in telecommunications outside of plant preferred.
  • Project Management experience
  • Experience managing construction employees and projects.
  • Experience in underground construction observation experiences.
  • Experience with construction and construction practices on utility projects.

Hours and Travel


This job requires the individual to work 40+ hours per week, with 10 percent of time spent in the office and 90 percent during the construction season. Travel may be necessary depending on the jobsite location. "
