GENERAL POSITION SUMMARY:
The Code Enforcement Officer is responsible for a variety of inspections to
ensure adherence to and identification of violations of City codes, ordinances
and regulations relating to environmental, public safety, health and
sanitation regulations. Responsibilities could include field inspections and
investigations; enforcement actions to abate violations; and testifying about
the violations, enforcement actions and information obtained during the
investigations.
ESSENTIAL JOB FUNCTIONS:
- Investigates code violations and works with the public to bring properties into compliance.
- The agency investigates complaints involving health and safety, property maintenance issues, zoning violations, abandoned/inoperable vehicles or public nuisances.
- Processes complaints: including issuing notices of violations, citations, letters or legal documents, answering routine questions and routing technical questions to appropriate personnel, helping walk-in customers as needed, maintaining case management and filing systems.
- Writes notice of violation and orders to cease nuisances.
- Discusses and informs the general public on local code and enforcement procedures, establishes and maintains effective working relationships with state and local agencies, developers, contractors and the common public.
- research tax rolls and city ordinance books for property owners and make decisions within specified time constraints while handling multiple tasks simultaneously with frequent interruptions.
- Serves court documents, testifies in court as to evidence, prepares and processes notices, warnings or citations when needed, and presents cases before municipal courts.
- He prepares and prosecutes cases with the assistance of the City Prosecutor, including calls and examinations of witnesses, offenders and victims. Presenting direct and indirect evidence as necessary.
- Provides documentation for use in cost recovery, coordinates activities with other city departments to back up the cost recovery and prepares a bill to the owner for cost recovery fees.
- Participates in continuous training to improve law enforcement skills including firearms proficiency, defensive driving skills, physical fitness standards, apprehension and arrest techniques, investigative skills and general law-enforcement skills.
- Regular and prompt attendance, plus the ability to interact with others in a professional manner and maintain calmness in stressful situations.
- Assist other personnel and units as needed, perform additional duties when assigned or directed. This includes overtime details for public safety purposes.
KNOWLEDGE, SKILLS AND ABILITIES:
- Some knowledge about land usage and zoning principles. )

- Some knowledge of federal and state laws. )
- Some knowledge of web based software. )
- Ability to interpret and apply zoning laws fairly and tactlessly for the public.
- Ability to understand maps, land measurements, and legal descriptions.
- The ability to analyse, collect and evaluate data.
- Ability to communicate both in writing and oral form.
- Ability to maintain and develop effective relationships with property owners, contractors, and the public.
- Requires confidentiality.
- Can use radio and other communications equipment.
- Can use standard office equipment..
- Demonstrated ability to achieve high performance goals and meet deadlines in a fast-paced environment.
- Microsoft Office (Outlook, Word and Excel): Proficient in PowerPoint.
- Ability to maintain complex and difficult clerical records and prepare detailed reports. Proven ability to handle confidential information with discretion.
