This is an executive service position and serves at the pleasure of the appointing authority (at-will) _[ edit].
The
Maryland Department of General Services (DGS) statement. supports State and local government agencies, as well as local non-profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, as well as security and law enforcement for State buildings. DGS is also responsible for a full spectrum of facilities engineering, design and construction services, almost $1 billion in annual contract administration, and overseeing the State procurement process.

Main Purpose of Job
The Maryland Department of General Services (DGS) is looking to hire a talented and experienced leader to fill an Assistant Secretary position on the executive leadership team. The
Assistant secretary of the BIA (Business and Enterprise Administration) is responsible for planning, organizing, directing and overseeing policies, objectives and activities for the offices under BEA. These offices include the Capital Grants Office, Surplus Property Division, Inventory Standards & Support Services Division (ISSSD), Fuel & Fleet Management , Information Technology Services, and Mailroom Operations.
The duties are not limited but include :)
- The Office of the Secretary will provide strategic advice and professional assistance and recommendations on agency-wide issues that enhance the development and implementation of DGS's overall mission and goals.
- Under EBRD, develop policies and procedures for various projects and operations.
- Analyze operations to evaluate performance of BES programs and staff in meeting objectives, determine areas of potential cost reduction, program improvement and policy changes.
- As a representative of the DGS, one must interact with government officials, boards, committees and legislative bodies.
- Direct the EBA's personnel related activities, including the approval of human resource plans or activities; the selection of managers and other staff; and the organization of each office.
- Review and approve capital grant authorizations.
- Supervision and Leadership: Provide leadership to ensure that managers, employees, and employees prepare for and respond to performance evaluations in a timely manner. Provide management and training opportunities for growth and development of staff positions. Address disciplinary issues.
- Budget Administration: responsible for the oversight and implementation of BES's fiscal year budget, as well as budget requests for this fiscal period.
DESIRED OR PREFERRED QUALIFICATIONS
- 8. Years of full-time, progressive operations experience in a senior management or leadership role, with experience developing strategy and implementing policy and procedures.
- A master's degree in a related field from an accredited college or university is preferred.
- How does one manage and oversee organizational change within a large organization?
- Experience in analyzing business operations and workflows and creating efficiencies and improved operations.
- The ability to work independently in a fast paced environment is critical.
- Experience leading teams and managing diverse project portfolios. "
- Excellent project management skills and strong analytical abilities, including the ability to decipher needs from data.
- Exceptional written and verbal communication skills for interacting with executive and senior leadership, management, staff and government officials.
- Experience in creating and implementing procedures, to guide the organization in processes that are efficient and appropriate for the tasks involved. '
