Job Summary


*** Telework Within Minnesota or neighboring states, flexible hours are available.

The position forms, maintains and administers the DHS purchasing, payroll and payment functions, assuring that employee and departmental obligations are promptly encumbered, paid and recorded in SEMA 4 and SEMA 5, respectively, that state and federal purchasing operations are adhered to.'

This position is also responsible for processing payments, payroll and blanket purchases for the insurance company. '

This position will also serve as contact with the Minnesota Board of Trustees (MNB) and the Office of the Legislative Auditor (OLA) on schedules used to prepare the statewide Consolidated Annual Financial Report (CAF) for departmental obligations, and that internal controls are in place to identify areas of weakness.

Qualifications

Minimum Qualifications

  • This position requires the ability to interpret financial records and reports, knowledge of departmental accounts, account structure, budgets, programs, and grants and organizational structure.
  • This position will provide prompt customer service and resolve vendor or employee payment issues as they come up, he said.
  • Skilled in written communications, to write letters, memos and policy, create forms used at various levels of DHS, and explain Payroll and Payable Accounts and payment processes and procedures.
  • Skilled in verbal communication to train co-workers, specific tasks and job practices and procedures. The proper entry of transactions in SWITCH and SEMA4.
  • Can direct the work activities of the staff and monitor the work performance.
  • Ability to adhere to administrative standards, rules and policy. To maximize unit performance and improve internal business processes.
  • Ability to read and understand policy manuals, laws, statutes, rules, etc., sufficient to interpret and apply them to resolve problems that may require procedural changes.
  • Skilled in problem solving, to work with minimal supervision, analyse the situation, develop alternative solutions, and effectively recommend solutions and implement approved actions.
  • Have the ability to maintain confidentiality of private information according to laws, rules and procedures.
  • Be sensitive and respectful of the cultural difference that you will encounter in interacting with co-workers and outside vendors.

Preferred Qualifications

  • The individual performing these duties must possess knowledge of state and local government, procurement, travel, and personnel policy and procedures. He or she must also have the ability to interpret and explain them.
  • The individual performing these duties must be able to understand new technologies and the impact changing technology will have on account payable and payroll staff, as well as other units throughout the DHS.''
  • Ability to interpret financial documents.
  • Ability to analyze financial reports for adherence to federal laws, state statutes, and government policy.
  • Skilled in preparing and interpreting financial records and reports, recognizing problems and determining solutions. ''
