Performs technical office and field inspection work in the enforcement of the City's refuse and recycling ordinances, rules and regulations.


Essential Functions


  • Inspects and monitors commercial, private properties, alleys and trash containers for compliance in regards to City codes and health regulations; tags containers for violations and notifies businesses or residents of violation verbally or in writing.
  • Investigates and resolves complaints from private refuse haulers and businesses regarding unsanitary conditions, lack of access or other problems.
  • Enforces the City's solid waste ordinances, rules and regulations by inspecting sites, containers and structures to determine compliance; communicates violations to persons responsible and follows up to ensure that necessary corrections are made; prepares reports regarding enforcement problems.
  • Receives and investigates customer complaints regarding billing, sanitation and recycling services; explains services provided and resolves related complaints.
  • Assists managers with call-ins and requests for public contact, or calls generated by Equipment Operators and follows up with residents.
  • Coordinates with the supervisor or service representative marketing commercial refuse service and service needs and fees for new commercial accounts including type of service, capacity, location and access.
  • Researches, analyzes and then reviews the impact of new Federal, State and county regulations regarding solid waste collection and disposal with the supervisor.
  • Delivers notices to sanitation customers and assists substitute drivers with route information.
  • Operates a two-way radio to receive and dispatch information.
  • Monitors and enforces commercial refuse hauler permit program to assure that commercial refuse haulers are in compliance with permit requirements and City code.
  • Issues notices of ordinance violations and may testify in court.
  • Maintains master list of current and previous customers as well as 90- gallon container locations where applicable.
  • Prepares statistical reports on container usage, community participation in recycling or enforcement problems.
  • Educates diverse groups of people by explaining solid waste refuse and recycling policies and procedures; creates and revises brochures and booklets regarding services provided; makes presentations about solid waste and environmental awareness to businesses, schools and associations.
  • May provide lead supervision over crews in absence of crew leader and/or supervisor.
  • May deliver 90 gallon containers to new residents and to residents purchasing additional containers. Makes repairs to containers when needed.
  • Operates assigned city vehicles.
  • Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

One year of college level coursework in environmental science, business or related field and one year of experience in public contact work involving municipal services, preferably in solid waste collection.

Knowledge of:
Technical aspects of solid waste management and chemical properties of solid waste
Methods and equipment involved in providing solid waste collection services
Federal, State and local regulations governing solid waste collection services
Microsoft Office products and related software
Safe work practices

Skill in:
Operation of 2-way radios
Safe work practices

Ability to:
Effectively operate computers and pertinent software including, but not limited to, NorthStar, Microsoft Office (including Excel, Word and PowerPoint), etc.
Accurately prepare reports, maintain records and present facts clearly and concisely

Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.

Special Requirements

Valid Arizona driver's license
Must operate assigned city vehicles on a regular basis
Schedule may include rotating shifts, standby duty, call back, weekends, holidays, evenings and overtime as needed
Applicants will be required to undergo drug and alcohol testing prior to employment and will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy

Physical Requirements/Working Conditions

Requires lifting of up to 50 pounds, walking, bending, stooping, and considerable driving. Must be able to enter and exit a pick-up truck or other assigned vehicle.

Working Conditions
Field setting; minimal office setting. Exposure to hazardous materials and weather extremes. Hazards may be controlled through the exercise of safety precautions.
