GENERAL PURPOSE: Under general supervision, supervises staff and manages the activities of planning, development, improvement and implementation of City recreation programs and services.
PRIMARY DUTIES AND RESPONSIBILITIES:The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- Plans, coordinates and manages the development and improvement of City recreation programs and services, in compliance with City policies.
- Oversees the allocation, use, inventory and maintenance of recreation facilities, equipment, materials and other fixed assets; inspects recreation program sites and identifies conditions needing repair or maintenance; approves and processes requests for purchases.
- Supervises facility improvement projects, capital purchases, and maintenance programs.
- Supervises staff and evaluates performance; monitors operations to identify and resolve problems and priorities; determines equipment, materiel and personnel needs.
- Reviews and inspects the work of the assigned staff to assure the work quality, and the timely accomplishment of assigned duties and responsibilities.
- Reviews, analyzes and evaluates the effectiveness of recreation programs and services in the community; coordinates with local and regional agencies to develop plans to meet the recreation needs of the community; develops communication materials and presentations to promote programs and facilities, and to provide information to individuals and groups.
- Prepares and reviews operational, statistical, financial and analytical reports on recreation programs, budgets, goals, core measures, facilities and special events; collects and summarizes statistical data for annual reports; analyzes data and identifies trends.
- Develops and monitors budgets; reviews and approves special and recurring reports, agreements and contracts; prepares grant applications and manages grant programs and compliance issues.
- Monitors and reviews trends in recreation programs, and recommends improvements.
- Performs other duties as assigned or required.
SUPERVISION EXERCISED: Recreation Program Coordinators and Programmers.
Education and Experience:
Bachelor’s Degree in Recreation, Public Administration or related field, and five (5) year’s recreation program management experience; OR an equivalent combination of education and experience.
Special Requirements: Possession of a Valid Arizona Drivers License; specific technical training and certifications may be required.
Necessary Knowledge and Skills:
Knowledge of:
- City policies and procedures.
- Philosophy, objectives and requirements of public recreation.
- Principles and practices for planning and management of recreation facilities and programs.
- The purpose, use and benefits of sports, performing arts, special interest activities, neighborhood parks & playgrounds, and other municipal recreational activities.
- Application of psychology, sociology and other social sciences to municipal recreation work.
- Laws, ordinances, rules and regulations on the use of public facilities.
- Principles of record keeping, records management, and grant program management.
Skill in:
- Supervising and coordinating staff, and delegating tasks and authority.
- Interpreting and applying City policies and procedures.
- Establishing and maintaining cooperative working relationships with citizen groups, other government agencies and City departments.
- Developing recommendations for improvements of recreation programs and facilities.
- Promoting and enforcing safe work practices.
- Operating a personal computer utilizing a variety of business software.
- Following and effectively communicating verbal and written instructions.
