Job Appointment: Regular, Full time

Work Schedule: Monday - Friday 8am-5pm.

Work Location: Hybrid; In-person work to be conducted at The Portland Building, 1120 SW 5th Avenue.

Position Summary
The Bureau of Planning and Sustainability (BPS) and the Portland Clean Energy Community Benefits Fund are seeking a Clean Energy Project Manager (Coordinator II) with a strong commitment to climate justice to join the PCEF team. Being part of the PCEF team is a fast-paced, dynamic, and fluid endeavor. This position will be part of the clean energy group which is responsible for investing money over the next five years in energy efficiency and renewable energy projects and programs that reduce greenhouse gas emissions and advance racial and social justice. Channels for funding distribution include six strategic programs that are currently under development and through an existing Community Responsive Grant program. Once fully staffed, the clean energy group will have eight staff, including four Clean Energy Project Managers, of which this will be one.


Clean energy grants and contracts will include some planning, but primarily implementation activities. Most grants and contracts will fund energy efficiency or renewable improvements on existing buildings, some will also be building beyond code for new construction and developing other community based clean energy solutions. PCEF will rely on this position’s high level of project management experience, knowledge of energy efficiency and renewable energy projects, and communication skills to help ensure that our grantees and contractors have a positive experience and receive the support they need to be successful in implementing their projects and programs.

As a PCEF Clean Energy Project Manager, you will:
  • Support grants and contracts awarded for clean energy projects and programs: Serve as primary point of contact for assigned portion of clean energy grant and contract portfolio; Work with grantees and contractors to define detailed scopes and metrics, monitor grant progress, process invoices, and ensure compliance and quality assurance.
  • Participate in facilitated multi-stakeholder interactions and collaborations: With project team, support grantees, contractors and stakeholders (e.g., contractors, industry associations, members of the community, etc.) in opportunities to collaborate, improve outcomes, develop best practices, and share lessons learned.
  • Review grant proposals: As part of a team, this position will review and score project proposals and provide input and recommendations regarding awards and management processes.
  • Assist with program analysis: In collaboration with other members of the PCEF team, this position will perform analysis related to energy efficiency and renewable energy best and emerging practices and contribute to the program’s continuous improvement efforts.

To Qualify

The following minimum qualifications are required for this position:


  • Experience
    successfully collaborating with communities of color and people traditionally underrepresented in decision-making; facilitating inclusive participation in programs and activities; and communicating cross culturally.
  • Experience managing projects, tracking budgets, and ensuring compliance with project or program requirements (e.g., permitting, reporting, other requirements).
  • Knowledge of building science principles and energy efficiency sector.
  • Ability to organize and manage a variety of projects, detailed materials, and communication with multiple internal and external parties to ensure grant compliance and project success.
  • Ability to apply relevant code, regulation, permitting requirements, administrative rules, and policies, and exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines to support program success.
  • Ability to maintain effective working relationships and communicate the needs of the program and its grantees with internal and external stakeholders and others encountered in the course of work.
