THE CITY OF PORT HURON IS CURRENTLY ACCEPTING APPLICATIONS FOR THE FOLLOWING FULL-TIME EMPLOYMENT OPPORTUNITY:
HUMAN RESOURCES CLERICAL ASSISTANT
GENERAL STATEMENT OF DUTIES: Responsible for providing confidential clerical support for a wide variety of Human Resources functions, relating but not limited to: maintaining attendance records, recruitment, part-time new hire background checks, pre-employment testing and paperwork, maintaining employee files and processing employee information changes. Assist with compliance management, including but not limited to: FLSA, FMLA, COBRA, ADA, EEO, HIPPA, OSHA, MIOSHA, FMCSA, DOT, and other related Federal and State regulations.
SUPERVISION RECEIVED: Work is performed under the general supervision of the Human Resources Director.
TYPICAL EXAMPLES OF WORK: An employee in this class may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform.)
- Reconcile payroll with employee attendance records to ensure accuracy. Make necessary corrections, as needed.
- Record and track individual employee vacation, sick and compensatory time usage and balances.
- Answer inquiries from individual employees and supervisors in regards to employee vacation, sick and compensatory balances.
- Process necessary hire/separation paperwork for seasonal and part-time employees.
- Conduct seasonal and part-time potential employee background checks for review by the Human Resources Director.
- Coordinate, track and confirm seasonal and part-time potential employee pre-employment drug testing in accordance with City policy.
- Coordinate and conduct new seasonal and part-time employee orientations to include the completion of all necessary paperwork.
- Process monthly car allowance payments.
- Process quarterly compensatory time reconciliation and payouts in accordance with the collective bargaining agreement.
- Process annual boot allowance payments in accordance with the collective bargaining agreement(s).
- Complete requests for information, including surveys, verifications of employment, FOIA requests, unemployment claims and subpoena.
- Disseminate a variety of information to employees via email or updates.
- Conduct or proctor testing for potential employees or promotions, as requested.
- Receive and follow up on employee and resident complaints or concerns.
- Assist the Human Resources Director by making appointments, meeting notification, and answering requests for information.
- Assist the Human Resources Director with recruitment activities by providing general administrative support including distributing and receiving applications/ resumes for open positions.
- Assist the Human Resources Director with assembling benefit packets and employee handbooks for new and existing staff.
- Account for and deposit monies collected for various things.
- Provide clerical support to the Health & Safety / Training Coordinator.
- Answer telephone, email and in-person requests for information.
- Enter and maintain data into the Human Resources databases.
- Compose, type and maintain a variety of correspondence, files, records and reports of a confidential nature.
- Devise and perfect work methods and procedures.
- Operate personal computer and other office equipment.
- Perform related work as required.
DESIRABLE QUALIFICATIONS FOR EMPLOYMENT:
- Some knowledge of federal and state laws regarding employment rights and employee fringe benefit management such as: FLSA, FMLA, COBRA, ADA, EEO, etc.
- Some knowledge of department regulations, practices and procedures.
- Considerable knowledge of modern office administration, principles and practices.
- Considerable knowledge and experience with personal computers, including using Microsoft Office programs.
- Initiative and resourcefulness in handling public contacts.
- Speed, skill and accuracy in the use of a computer.
- Ability to assemble data and prepare accurate records and reports.
- Mental alertness, integrity and dependability.
- Ability to plan and organize multiple tasks.
- Ability to work effectively with the public, officials and employees.
- Ability to maintain confidentiality at all times.
An employee in this class, upon appointment, should have the equivalent of the following training and/or experience:
- Graduation from an accredited high school required, Associate’s Degree preferred in Human Resources or Business Management.
- Several years’ experience in responsible clerical or secretarial work with responsibility for individual initiative, preferred.
Working Hours: Monday – Friday; 8:00 a.m. – 4:30 p.m.
Salary Range: $ 17.97 - $ 20.81 hourly
