GENERAL DESCRIPTION:
The primary purpose of the Incident Management Assistant Manager is to assist with the oversight of the Provider Support Unit within the Home and Community-Based Services (HCBS) Section. This position is responsible for leading a team of professionals that is responsible for facilitating the ongoing health, safety, and satisfaction of Comprehensive, Support, and Community Choices Waiver participants through the timely review and investigation of incident reports and complaints.

- Develop, implement, and manage the process for complaints, investigations, and incidents.
- Provide support to Incident Management Specialists who review and conduct investigations of complaints and reported incidents.
- Develop and manage the implementation of new policies and procedures resulting from changes in federal and state requirements.
- Work with the Provider Support Unit Manager to review data, identify trends, and assist in identifying and implementing program changes to address trends.
- Recommend program modifications and other appropriate revisions to ensure program compliance.
- Support staff in assisting providers to ensure that the health and safety issues related to participants are appropriately addressed.
- Participate in the sanctioning and decertification of providers due to failure to address areas of non-compliance.
- Assist in the development of training for providers and families regarding Waiver programs and provision of services, and provide training to providers and families on an ongoing basis.
- Draft and maintain sub-regulatory manuals, process flows, forms, and other documents and visual aids in order to provide internal and external stakeholders with the necessary information to effectively administer and provide HCBS services and comply with Federal and State rules and regulations.
- Complete other duties and projects as assigned to support HCBS objectives, which may include the preparation of documents, reports, or other communications required by management to direct policy and program development and administration.
- Collaborate with multiple teams to reach agreed-upon outcomes.
- Evaluate services and programs according to standards, and perceive when change is needed.
- Organize and analyze large amounts of data and information.
KNOWLEDGE:
Knowledge of state and federal laws and regulations.- Knowledge of management systems and techniques, project management, and purchasing procedures.
- Knowledge of basic Wyoming governmental budgeting and administrative practices.
- Knowledge of concepts, principles, and practices of professional healthcare administration, challenges and trends in healthcare and service provision, and the Wyoming healthcare marketplace.
- Knowledge of State contract procurement, negotiation, and administration.
- Knowledge of Wyoming personnel rules.
- Knowledge of legal requirements and procedures relating to rule promulgation.
- Knowledge of administrative fair hearing process, and citation and interpretation of complex legislation.
MINIMUM QUALIFICATIONS:
PHYSICAL WORKING CONDITIONS:
Typically, the employee will sit comfortably to perform the work, however, there may be some walking, standing, bending, and carrying light items
