The Health Resources Division administers health-care programs, that serve low – to moderate-income and disabled Montanans. In terms of budget, this is the largest single division in state government. The Division Administrator provides leadership and direction to the division including planning, developing, and implementing a comprehensive statewide health care delivery system utilized by approximately 12% of all Montanans. The Administrator establishes goals, objectives and priorities for division activities; designs, integrates, and implements health care service delivery strategies in compliance with state and federal regulations; coordinates eligibility processes; promulgates rules and policies; protects and advocates for individual client rights; and implements changes in the state health care system.
The Division Administrator oversees four Bureaus; the Fiscal and Operations Bureau; the Allied Health Services Bureau; the Hospital and Physician Services Bureau, and the Member Health Management Bureau. This position directly supervises four bureau chiefs and a Medicaid Reform Initiative Specialist and indirect supervisory responsibilities for approximately 45 employees.

This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy.
This position may be eligible for a statutory 4% an hour base pay increase effective July 1, 2024.
What You Can Offer Us
- Knowledge of public administration including the legislative process and management of programs with statewide impact.
- Knowledge of federal and state rules, regulations and payment methodologies that govern the Medicaid and Medicare programs.
- Knowledge of health care goals, methods of service delivery, reimbursement methodologies and philosophies, and general principles that govern health care systems.
- Ability to develop and implement innovative and unconventional approaches to challenging situations.
- Ability to establish one’s credibility and use data to directly persuade or convince others to support an idea or direction.
- Ability to direct and coordinate the financial and budget activities to fund operations and increase efficiency.
- Meet minimum qualifications:
- Bachelor’s degree in business, public, hospital, or health administration; human services; health-care services; or a directly related field.
- Five or more years of senior-level management and supervisory experience of large programs with substantial staff and budgets and specific experience with Medicaid or Medicare.
- Other combinations of related education and experience may be considered on a case-by-case basis if the applicant has an unrelated bachelor’s degree.
