The State of New Hampshire, Department of Health and Human Services, New Hampshire Hospital, has a full-time vacancy for a Health Information & Privacy Administrator II.

Summary:

Oversees the development, implementation, maintenance of and adherence to privacy policies and procedures regarding the safe use and handling of Electronic Health Records (EHR) in compliance with Federal and State HIPAA regulations. Collaborates and leads inter-agency efforts to analyze system barriers and identify trends and patterns for improvement to ensure successful outcomes for cross-divisional initiatives. Implement the Health Information Department related operational planning/initiatives, budgets, workflow processes, internal controls and quality control efforts.

Minimum Qualifications:

Education: Master's degree from a recognized college or university with major study in healthcare administration or health information management.

Experience: Six years of experience in health information management, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

OR

Education: Bachelor's degree from a recognized college or university with major study in healthcare administration or health information management.

Experience: Seven years' experience in health information management, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

License/Certification: Registration as a Registered Health Information Administrator Membership in the American Health Information Management Association required.

Preferred Qualifications: Knowledge of health information management administration and evaluation. Knowledge of state and federal laws relating to HIPAA, other State and Federal regulations governing release of protected health information. Knowledge of the principles of supervision, administration, systems management, and community organization as applicable to the health information management area. Ability to prepare budgets. Ability to express ideas clearly and concisely both orally and in writing. Ability to evaluate and analyze effectiveness and resource utilization of the Health Information Department. Ability to speak before public groups and legislative committees. Ability to establish and maintain effective working relationships with Federal, State and other public officials. Thorough knowledge of the professional evaluation of electronic and paper medical records, and the ability to compile statistics required for hospital service analysis. Ability to supervise and maintain medical records in both electronic and paper formats, computer system functionalities and equipment selection; to compose a variety of memoranda or letters relating to the Health Information Management function; to supervise a group of subordinates both in and out of the unit; to establish and maintain effective relations with other employees including the clinical staff.

Responsibilities:

  • Evaluates key health information management functions including electronic and paper medical record management, disclosure of protected health information, compliance with State and Federal reimbursement requirements, analysis and processing for timely, efficient and effective completion of medical information for both inpatient and discharged patients. Prepares for and responds to legal issues including but not limited to subpoenas and court orders in accordance with Hospital policy and Federal or State regulations.
  • Leads development of interagency and intra-hospital collaborative efforts to analyze system barriers and develops strategies to enhance the service delivery system in a paper and electronic environment, inclusive of outcome measurement of said strategies. Provides or ensures delivery of privacy training and orientation to all employees, volunteers, medical and professional staff and applicable business associates.
  • Prepares the development, monitoring and analysis of hospital-wide policies, practices and competencies specifically related to information privacy and health information management in collaboration with the DHHS Privacy Officer and NHH legal counsel. Ensures compliance with reviewing/accrediting organizations' standards including Joint Commission, Medicare/Medicaid and State and Federal laws that pertain to information privacy, access, release of information and release control technologies. Ensures continuous coordination between functional areas and promotes a comprehensive framework for making risk management strategic plans to detect, monitor, assess, and prevent risks.
  • Design and develop Hospital information systems as the primary source for structures and processes that support timely, accurate, accessible, and secure patient data as required for treatment review, clinical decision making, program evaluation, outcomes analysis, billing and reimbursement. Ensures that the development of systems, processes, records and reports meet requirement other U.S. DHHS Centers for Medicare and Medicaid Services, federally contracted peer review organizations, the Joint Commission, and State law.
  • Supervise and support Health Information Department staff to ensure competent service delivery and continued development and implementation of risk management standards of hospital and DHHS objectives. Reviews and recommends personnel actions for subordinate employees including hiring, performance appraisal, annual increments, and disciplinary actions.
  • Organizes Health Information Department budget and manages staff activities regarding expenditures for compliance with hospital objectives and state regulations including review of the proposed budget and managing staff activities that impact the budget.
  • Supports Medical Staff and Hospital committee work by preparing agendas and work plans for the Medical Records Committee participating in the Hospital Compliance and co-chairing the Hospital's Information Management Committee.
  • Networks with department managers, Social Workers, Hospital Administration and others as appropriate, to share information and implement system changes aimed at establishing optimal medical-legal records, patient information flow and automated data systems.
