Job Description
As an Enterprise Solutions Manager at the Oklahoma Turnpike Authority you will receive:

Basic Purpose
The Enterprise Solutions Manager will provide leadership and oversight within the Office of Information Technology (IT) for the Transportation Cabinet. This position will assist in delivering the overall IT strategy in a shared services model. Responsibilities include alignment of resources to coincide with the strategic direction for all domains under the Enterprise Services of IT. Knowledge of the OTA’s infrastructure; specifically, within IT as well as the other OTA divisions is crucial and will aid in proper resource allocation for planning to ensure timely deliverables via an agile methodology. This position will work closely with other leaders within IT to keep the strategic direction on course for future initiatives and enhancements, aligning technologies throughout IT, Tolling, and Transportation as a whole.
The Enterprise Solutions Manager will work closely with the IT Assistant Directors, the Application Solutions Manager, and Data Solutions Manager in planning, executing, and monitoring the current initiatives and future innovation strategies. This position reports to the Assistant Director of IT and manages IT Coordinators and QA staff. This individual will need adaptability to quickly learn new technology and business processes and embrace the importance of technical innovation. The person in this position will need to be extremely relational and approachable. Fostering collaborative, cross-functional team relationships, including partnering with the Office of Management and Enterprise Services (OMES), will be critical for this role.
As an IT Team Member, each person must have flexibility in the duties they perform. Tasks may include operational responsibilities not directly related to initiatives, but will be within the professional’s core skill set.
Typical Functions
- Oversee cross-functional teams executing initiatives and improvements of in-house developed applications and 3rd party integrations
- Work with IT Coordinators, OTA Management and Product Owners to eliminate blockers
- Business relationship manager partnering with the business and other areas of IT to build cross-functional teams
- Bring forth solutions to support business needs and manage implementation including timeline, resources, and budget while creating streamlined processes and efficiencies
- Create and maintain portfolio initiative report for IT management and Executive Leadership
- Ensuring tasks and initiatives are moving forward and the individual status is known and can be communicated swiftly and concisely to team members
- Developing and delivering progress reports, proposals, requirements documentation and presentations as required
- Standardize processes and documentation within Enterprise Services for consistency
- Ensure Change Management processes are followed for all initiatives
- Work with OTA’s CISO to oversee and ensure security of data, network access, and backup systems through partnership with the Information Security Team and OMES
- Assist the IT Management team with process improvement and other duties not specifically related to specific initiatives.
Education and Experience
- Qualified candidates must have a minimum of 5 years’ experience working in Information Technology, including 1 year of supervisory experience.

- Agile methodology knowledge and skills are required to lead and manage large, complex enterprise-level initiatives
- Motivational team builder and leader; empower direct reports to accomplish goals, delegate while leading and mentoring staff
- Ability to manage and work successfully with personnel and peers in both a physical and remote work environment
- Exceptional meeting and workshop facilitation and stakeholder management skills
- Strong time management and decision-making skills; be a self-motivator who is independent, flexible and creative
- Ability to analyze and resolve complex issues, both logical and interpersonal
- Ability to adjust and handle multiple, rapid, changing priorities
- Advanced Excel, Outlook, and Office skills
- Jira and Confluence experience desired, but not required
