Job Appointment: Full time, Temporary
Work Schedule: Monday - Friday 8am-5pm, alternate schedule may be available.
Work Location: Hybrid; In-Person work to be conducted at The Portland Building, 1120 SW 5th Avenue.

Position Summary
The City of Portland is seeking to fill a temporarily appointed Employee Benefits Analysts (HR Analyst I) position to support the Health & Financial Benefits team within the Bureau of Human Resources.
This role provides assistance to City of Portland employees regarding eligibility, enrollment, plan coverage, and Human Resources policies and procedures. This position will also support the open enrollment period and provide additional support the deferred compensation and leave programs.
As an Employee Benefits Analyst, you will:
- Ensure accuracy of employee’s benefits status, coordinate with bureau staff to make corrections, and communicate changes to employees, as needed.
- Collaborate with Benefits team members to review and approve enrollment and qualifying events.
- Work with carriers to ensure enrollment changes are made accurately and in a timely manner; respond to eligibility and enrollment verifications from health insurance administrators.
- Support team outreach by participating in New Employee Orientation, benefits days, how to apply classes, benefits resource fairs, and other employee education opportunities.
- Review benefits for separating employees and calculate final benefits premium share deductions for payroll; generate and mail COBRA notices.
- Process invoices and work with accounting to ensure payments are accurately processed and delivered to vendors in a timely manner.

To Qualify
The following minimum qualifications are required for this position:
Ability to learn and apply City rules, policies, and procedures including human resources policies and collective bargaining agreements.- Ability to collaborate in a team environment to facilitate complex projects and make recommendations for improvement.
- Ability to communicate and interact with internal and external customers in a professional and courteous manner, both verbally and in writing.
- Ability to exercise independent judgement and initiative within established guidelines.
- Experience with standard office practices and procedures, such as typing, scheduling, proofreading, note-taking, filing, logistics support, and related skills in the use of computers and other office equipment.
Although not required, you may have:

Step 2: Minimum Qualification Evaluation:

- Candidates who meet the minimum qualifications will be placed on the equally ranked eligible list.
