Full Description
New York State employee with one or more years of permanent or contingent-permanent service as a DPPR 3, Grade 23, or one or more years of permanent or contingent-permanent service in a title eligible for transfer to DPPR 3, Grade 23, under Section 70.1 of the Civil Service Law.
Preferred Qualifications: The preferred candidate will have knowledge of local health department and healthcare system emergency preparedness responsibilities in New York State; completion of Federal Emergency Management Agency (FEMA) Incident Command System courses 100, 200, 700 and 800.
The Disaster Preparedness Program Representative 3, Grade 23, will develop, coordinate, and implement emergency planning and response activities to meet requirements under federal Department of Health & Human Services Hospital Preparedness Program with responsibility for the Office of Health Emergency Preparedness (OHEP) activities associated with maintaining the State's Health Emergency Preparedness Coalitions (HEPCs); and develop and maintain health preparedness emergency response plans for the Department as assigned, which includes contact with regional HEPC representatives to ensure information sharing is consistent across regions, providing guidance and technical assistance for HEPC level plan development on health emergency preparedness topics, consolidating HEPC level Hazard Vulnerability Analyses to inform Department Jurisdictional Risk Analysis, assess state level data systems to inform coalition resource assessments in support of emergency response, and participate in state and coalition level development and administration of training exercises. Functions will also include participation in local, State, and federal emergency response trainings; response to on-site events; review and assessment of program specific emergency response plans, and supervision of emergency management staff.
