ABOUT THIS POSITION

The City of Phoenix Human Resources Department is seeking a Department Budget Supervisor to fill a vacancy in their Management Services Division. This position oversees and manages all aspects of the operating budget of the Human Resources (HR) Department. The HR Department has an annual operating budget of over $37,000,000 million (FY 23-24). Annual expenditures include salary and benefits for nearly 150 full-time employees, and over 100 professional services contracts, most of which have citywide impact.
Duties in the HR Department include:
- Advise department leadership on budgetary impacts of current and projected expenditures.
- Prepare and analyze various reports to make sound recommendations to department leadership.
- Participate in planning activities related to new and/or changing financial needs that have departmental and citywide impacts.
- Review City Council Reports and Requests for Council Action for fiscal impact.
- Provide direction to professional and clerical staff designated as shoppers and/or buyers.
- Work with the Budget and Research Department to complete all budget cycle activities, such as forecasting, reporting, and responding to complex inquiries with thorough and accurate information.
- Prepare information required to process charges to other city departments for citywide services provided by HR.
- Meet regularly with HR division heads to review budget status and address questions and concerns.
- Approve department expenditures and provide guidance on spending requests.
SALARY
Pay Range: $90,916.80 to $127,920.00 annually.
Hiring Range: $90,916.80 to $110,510.40 annually.

MINIMUM QUALIFICATIONS
- Four years of professional level experience in budget or accounting, including one year of experience working with complex financial systems.
- Bachelor's degree in accounting or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Experience with budget management and forecasting for a municipality or other public agency.
- Experience with Sherpa and SAP.
- Proficiency using Excel.
