The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Treasury and Payment Services Division has over 500 staff and oversees the agency’s management of the City’s cash balances and its relationships with banking institutions. The division is responsible for the oversight of all City payment websites, the payment processing of tax returns, property recording forms, parking violation programs, and the collection of delinquent accounts. Treasury and Payment Services is also responsible for collecting outstanding violations issued by City agencies and adjudicated by the Environmental Control Board.

Treasury manages the City’s general and tax obligations and is responsible for the City’s cash flows under the fiscal budget of over $90 billion. In addition, Treasury provides funding of over $20 billion to various City’s payroll accounts and the payroll taxes of over $12 billion. Maintain relationships and worked closely the City’s designated banks. Secures and manages the daily collateral for numerous Agencies bank account balances. Manages over $300 million of Court fiduciary funds and provide administrative support to the NYC Banking Commission.

The Court Assets Unit of the Department of Finance's Treasury Division holds all cash bail and court-ordered funds in trust until the funds are directed by the courts to be released. The court closes the case and issues a court order to refund the Cash Bail. The Court Assets Unit of the Department of Finance is charged with locating the sureties to refund the Cash Bail. If a surety cannot be located, the funds will be abandoned to the NYS Office of Unclaimed Funds.

The Court Assets Unit is also the Administrator to Court & Trust cases from the NYC courts and Public Administrator. Once a withdrawal court order is received, the unit is responsible for remitting the funds as instructed in the order. Any Court & Trust funds deposited with Court Assets for 3 years will be abandoned to the NYS Office of Unclaimed Funds unless a Withdrawal Court order is obtained.

The Court Assets Unit is seeking an Administrative Accountant to supervise Court and Trust Operations. The position will perform the following duties:

  • • Process/Approve Court & Trust and Mortgage Tax Disbursements.
  • Process Court & Trust, Mortgage Tax Deposits and CD request.
  • Prepare monthly reports for the Public Administrator & Public Review.
  • Handle FOIL requests regarding all Court and Trust matters.
  • Conduct and finalize the abandonment review of Court and Trust cases.
  • Calculate and process the monthly interest allocation to Court and Trust and Mortgage Tax cases at the first business day of the month, create cash receipt document in FMS and send monthly reports to OMB.
  • Process the banking and accounting tasks such as G/L entry, positive pay management, daily bank account balance monitor, ACH & Wire preparations.
  • Calculate the monthly City fees and prepare the disbursement.
  • Prepare Stop Payments in the Court Assets Tracking System and Bank of America Cash Pro platform.
  • Prepare and reconcile the Check Register Daily report between the bank and the book records. Send daily email to the team and the bank. Follow up with the bank about the outstanding check print item if occurs.
  • Court Assets Investments - monitor Court Assets State Street investments by performing monthly reconciliations between State Street and NYC Comptroller's Office's QED system of all active Court Assets investments in order to review holdings, cost, and maturity dates.
  • Supervise Court & Trust Operations including a staff of two.
  • Backup Functions and Special Projects as needed.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing, and cost accounting and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or

2. A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
