Nature of Work:

The Contract Specialist (CS) is responsible for contracting of conservation districts projects identified by West Virginia Conservation Agency (WVCA) personnel and uses private commercial contractors to complete the work. The CS is responsible for drafting, soliciting, evaluating, and negotiating contracts on behalf of conservation districts. The CS will also provide a recommendation, with supporting documentation, for the awarding of contracts to the conservation districts. The CS must be able to maintain effective working relationships with federal and state agencies and the public. The CS performs related work as required and other duties as assigned.

Work Environment:

This position is a mixture of fieldwork and working in an office environment. Work may require traversing various types of terrain in various weather conditions. The contract specialist may operate in disaster areas such as flood with extensive travel and overnight stays being required.

Responsibilities:

  • Develops, implements, and reviews Contracted Projects Policy and Procedures along with the contracting standard operating procedures (SOP).
  • Reviews state and federal laws to determine their impact on contact documents, policies, and procedures.
  • Develops contract documents such as bid notifications, bid packets, contracts, and amendments.
  • Resolves conflicts experienced during the contracting process using the Contracted

Projects Policy and Procedures along with the contracting SOPs.

  • Solicits, evaluates, and negotiates with private contractors.
  • Administers contracts by assuring compliance with the terms and conditions of contracts, including resolution of problems concerning the obligations of the parties.
  • Performs evaluation of bids to ensure compliance with bidding requirements.
  • Works closely with conservation districts in contract administration.
  • Upon notification from field staff of a contract issue at the work site, will conduct site visits to ensure adherence or compliance.
  • Develops contract specifications with assistance of WVCA field staff and management.
  • Coordinates job showings and bid openings with WVCA project personnel and conservation districts.
  • Posts all approved conservation district watershed contracted projects to WVCA webpage for pre-bid job showings.
  • May assist Procurement Officer on state procurement construction contracts.

Required Knowledge, Skills and Abilities:

  • Knowledge of West Virginia business law.
  • Knowledge of Project Contracting Policy & Procedures and Contracting SOPs.
  • Knowledge of state, federal, and local environmental/natural resource laws and regulations.
  • Knowledge of the function, organization, and regulations of the area of assignment.
  • Knowledge of legislation, regulations, and methods used in contracting.
  • Knowledge of the type of projects conducted by the WVCA and conservation districts.
  • Knowledge of construction equipment necessary to perform conservation type projects.
  • Knowledge of all Microsoft Office Suite.
  • Knowledge of WV State procurement methods.
  • Ability to drive in rural areas with personal or state vehicle.
  • Ability to interpret topographic maps.
  • Ability to communicate with a wide variety of people, both orally and in writing.
  • Ability to greet the public and work well with others.
  • Ability to maintain records of some complexity and to prepare professional quality correspondence, reports, graphs, presentations, and/or tabulations from these records.
  • Ability to understand and effectively carry out complex oral and written directions.

Minimum Qualifications:

Education: Bachelor’s degree from an accredited college or university.

Experience: Four (4) years paid experience in contracting, project cost estimating, or bidding specifications.

Education Substitution: Associate degree from an accredited college or university plus four (4) years full-time paid experience in construction management or construction project estimating.

The Education Substitution years of experience must be in addition to the required Experience.

  • Dependable transportation and valid driver’s license.
  • Physical ability to lift and maneuver 40 lbs.
  • Pre-employment drug and alcohol testing.
  • Pre-employment law enforcement background investigation.
