Workweek: M‐F, 9:00am‐5:00pm

The City of Jersey City is looking for an Assistant Purchasing Agent to support the Department of Finance. The Assistant Purchasing Agent will be responsible for handling complex tasks related to the procurement of supplies for the municipality. Additionally, this position will involve developing purchasing strategies, abiding by rules and guidelines, and creating purchase requisitions. The incumbent will be in charge of managing daily operations, ensuring the accuracy of purchase orders, verifying the quality of received merchandise, and handling day-to-day operations.
Job Duties:
Manages a team of purchasing staff, providing guidance, support, and performance evaluations to ensure efficient and effective procurement processes.
Oversees day-to-day purchasing operations, including the review and approval of purchase requisitions, ensuring timely and accurate procurement of necessary supplies.
Assists in developing purchasing methods, procedures, and records in accordance with prescribed laws, rules, regulations, standards, policies, and procedures.
Prepares accurate purchase requisitions and detailed specifications for various operating and maintenance equipment, materials, and supplies.
Resolves any discrepancies or issues related to purchased items, invoices, or deliveries.
Maintains well-organized and easily accessible records and files for efficient procurement management.
Reviews purchase requisitions to ensure their accuracy and suitability for the municipality's needs.
Prepares comprehensive reports related to purchasing activities and budget utilization.
Performs other tasks as needed.

Required Education: Bachelor’s Degree in Finance from an accredited college or university.
Note: Must be willing to obtain Qualified Purchasing Agent (QPA) certification within 18 months of employment.
Required Experience: Four (4) years of experience in writing purchase specifications and procuring equipment, materials, and supplies in a government or private agency.
Essential Skills:
Ability to ensure compliance with standards and procedures used in the preparation of purchase orders and specifications.
Ability to supervise staff in the preparation of purchase requisitions and specifications.
Ability to review specifications and recommend suitable action.
Knowledge of methods and standards used in the preparation of purchase orders and specifications.
Ability to prioritize multiple tasks in a fast-paced environment, and work within time frames that may be rigid, or subject to change on short notice.
Strong communication and interpersonal skills.
This is a Civil Service Job and you must eventually pass and qualify for the applicable Civil Service title.
