Position Objectives:

Position Summary: Perform clerical and bookkeeping duties of moderate difficulty and high volume involving
preparation, processing, receipting, transaction recording, account reconciliation and reporting. This class has
a greater degree of independence and self-motivation exercised in the performance of work, and complexity of
accounting clerical tasks.

Duties and Responsibilities:

Prepares check request for accounts with refunds as needed.


  • Prepares and mails department communications;

  • Receives, records, and applies payments as needed;

  • Performs all aspects of utility billing, including, but not limited to, maintaining customer accounts,
assisting the Cashier in collection efforts, evaluating information received from meter readings, utilizing
third-party software to process electronic payments, coordinating data collection with Water/Sewer, and
Landfill department for billing purposes, updating utility rates in the utility billing system.

  • Manages the Finance Department's utility billing system and calls for troubleshooting support.
  • Exercises independence in the technical and specialized examination, verification, maintenance,
reconciliation, and reporting of accounts and accounting data, making changes and corrections to
accounts as necessary with proper approvals.


Maintains files in accordance with the City’s retention schedule and confidentiality requirements when
applicable;

  • Calculates and records adjustments in accordance with Department procedures;
  • Responds to inquiries as necessary;
  • Prepares specialized financial reports as needed;
  • Follows all City and Department policies and operating procedures and applicable federal and state laws.

Assists in preparations for annual financial audit;
  • Assists in updating financial policies and procedures;
  • Cross-trains for other duties within the department as directed.

Desirable Training and Experience:

Working knowledge of standard bookkeeping practices.
  • Working knowledge of payroll processing and related tax reporting a plus.
  • Proficient with Microsoft Office software.
  • Demonstrated ability to establish and maintain effective working relationships with co-workers.
  • Ability to process and post high volume of data with speed and accuracy.
  • Ability to interpret and implement policies and procedures.
  • Ability to communicate clearly and concisely, orally and in writing.
