About Our Job
At the Department of Housing Stability (HOST), we are committed to support Denver residents as healthy, housed and connected. We invest resources, create policy, and partner with various organizations to help keep residents in the homes that they already live in, quickly resolve an experience of homelessness, and connect residents to new housing opportunities. To support these efforts, the department helps to:

Stabilize residents at risk of involuntary displacement and connect residents to housing resources such as home repairs, rent and utility assistance, and legal support. This work is led by our Homelessness Resolution and Housing Stability Division.

Support persons experiencing homelessness by connecting them to housing, shelter and other services to get stabilized quickly. This work is led by our Homelessness Resolution and Housing Stability Division.

Create and preserve existing affordable housing and connect residents at any income level to new housing opportunities through programs such as down payment assistance or counseling services. This work is led by our Housing Opportunity Division.

Support financial services, contracting and procurement, data analysis and strategic planning, administrative resources, and communications across the housing continuum. This work is led by our Operations Division.
The Unsheltered Homelessness Response Program Officer is part of our Housing Stability and Homelessness Resolution Division. As part of the implementation of HOST’s vision of a healthy, housed, and connected Denver, where race no longer predicts outcomes in homelessness or housing instability, the Unsheltered Homelessness Response Program Officer will direct in our efforts to meaningfully address and reduce unsheltered homelessness in the City & County of Denver. The HOST Strategic Plan outlines ambitious goals around addressing unsheltered homelessness, including:

Reducing unsheltered homelessness in Denver by 50% by 2026

Increase exits to housing from unsheltered settings

Reduce average length of time unsheltered residents experience homelessness to an average of 90 days by 2026

The Unsheltered Homelessness Response Program Officer will implement strategies and manage contracts focused on creating lasting systems solutions for unsheltered homelessness in the City & County of Denver. The Program Officer will oversee contracts related to Unsheltered Homelessness, direct efforts to systemwide solutions, and provide supervision to the Unsheltered Homelessness Response Program Administrator leading on the City’s encampment resolution efforts.
Additionally, as the Unsheltered Homelessness Response Program Officer, you will:

Center Equity by identifying trainings, partnerships and programs to improve services to subpopulations disproportionately impacted by unsheltered homelessness – including Trans, non-binary, Indigenous, and Black individuals.

Negotiate terms and act as a lead on the management of HOST contracts serving people experiencing unsheltered homelessness
-
Calibrate budget, goals and outcomes of outreach, housing and service programs to align with HOST’s annual action plan and Five-Year Strategic Plan

Ensure that program contractors submit all required financial and program reporting documents as outlined in the contract, provide follow-up and technical assistance as necessary and required by federal funding sources

Identify opportunities for new and innovative programmatic approaches to address Denver's housing challenges for households experiencing unsheltered homelessness.

Lead collaborative efforts on behalf of HOST alongside regional and non-profit partners

Develop technical content and oversee procurement process for investments in site-specific and citywide homelessness resolution programs, including Requests for Proposals (RFP) and Notice of Funding Availability (NOFA) investment strategies

Become familiar with emerging practices and best practices in unsheltered homeless service interventions and make recommendations for program investments and policies to help bring these practices into the Denver community

Work with HOST staff and partner agencies to serve vulnerable populations by developing strategies and initiatives across the spectrum of housing need from homelessness to homeownership

Ensure effective communication between city agencies addressing challenges along the homeless to housing continuum regarding available programs and services
-
Assure the unsheltered homelessness response goals are aligned alongside current and future HOST strategic planning
About You
Our ideal Program Officer will have some or all the following skills and experience:
-
Experience with HMIS and OneHome
-
2-3+ years knowledge and experience with programs serving people experiencing homelessness, especially unsheltered homelessness
-
Strong written communication skills, including experience writing technical documents such as grants, contracts, or Requests for Proposals
-
Experience overseeing contractors delivering outcome-based programs
-
Experience working with various vulnerable populations experiencing housing crises
-
Experience managing system change processes to align shared goals and outcomes among diverse stakeholders
-
Experience communicating technical documents and subjects to a variety of audiences including executives, boards of directors or city councilmembers

Education : Bachelor’s Degree in Public Administration, Management, Sociology, Psychology, Political Science, Social Work, or a related field

Experience : Three (3) years of full performance professional level experiencing developing, implementing, and administering programs

Education and Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education for all classifications
-
Additional appropriate education may be substituted for the minimum experience requirements.
