Temporary Disability Insurance/Health Care Specialist V (SR-24, Salary: $ 5,713 - $6,949 per month, Step D to I)

The State Recruiting Office will refer all inquiries regarding this civil service recruitment to the Department of Labor and Industrial Relations, Human Resources Office .
Supervises and performs activities pertaining to the determination of equivalency of benefit provisions of voluntary disability and wage continuance plans with statutory requirements and approval of such plans; supervises employer registration records and the processing of statutory plans and cancelations; receives, reviews, and makes determinations of eligibility of claims filed against the Special Fund for disability payments; and supervises the clerical operations relating to claims processing, benefit payments, computer inputs relating to employer information of Temporary Disability Insurance and Health Care plans, annual reports filed in conjunction with plans, as well as analysis of resulting EDP reports, and records maintenance and control.

Prerequisite Knowledge and Abilities:
Knowledge of: Social sciences.
Ability to: Learn and apply principles, practices and procedures for the examination of claims and plans; learn, understand and apply pertinent provisions of the Hawaii Temporary Disability Insurance or Pre-Paid Health Care laws, rules, and regulations; obtain, analyze and evaluate facts; deal effectively with others.
TO QUALIFY, YOU MUST MEET ALL OF THE FOLLOWING REQUIREMENTS:
Education: Applicants must have graduated from an accredited four (4) year college or university with a bachelor's degree.
Excess work experience as described under Specialized Experience, or any other responsible administrative, professional, or other analytical work experience which would provide knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted for education on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.
The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.
General Experience: One-half (1/2) year of progressively responsible professional or other analytical work in claims examination which involved fact-finding, analysis and evaluation to determine eligibility and/or compensability; the interpretation and application of relevant laws, rules and regulations; and dealing effectively with individuals to elicit information orally and in writing.
Specialized Experience:
At Level IV: Two (2) years of progressively responsible administrative, professional or other analytical work which demonstrated possession of knowledge of the Hawaii State Temporary Disability Insurance and Pre-paid Health Care laws, rules and regulations and which involved analyzing, explaining, applying and interpreting those laws, rules and regulations, and pertinent rulings, precedents, and related criteria.
At Level V: Three (3) years of progressively responsible administrative, professional or other analytical work which demonstrated possession of knowledge of the Hawaii State Temporary Disability Insurance and Pre-paid Health Care laws, rules and regulations and which involved analyzing, explaining, applying and interpreting those laws, rules and regulations, and pertinent rulings, precedents, and related criteria.
