Performs intermediate advanced technical work overseeing and ensuring the security, protection of, and access to the City of Kinston Information Systems and data. Work is performed independently with moderate supervision of the Director of Management Information Systems.

Essential Functions

Providing computer and network access for system users, monitoring security of city system and overseeing backup and data transfers and breaches.

Drafts and implements policies and procedures to ensure compliance with the company’s control requirements manual (CRM) or related documentation.
Serves as a liaison to the company’s security office for local and network security issues.
Ensures proper computer and network access for system users; assigns passwords and user IDs to new users.
Monitors system usage to confirm that employees have the proper level of information access. Investigates improper use and reports violations to the Director of Information Systems. Ensures that the physical location of computer and related hardware is secured.
Oversees backup of company information in case of disaster or data loss.
Conducts information systems audits to ensure system information is secure from breach and unauthorized access.
Conducts offsite audits to assess the efficiency and efficacy of data recovery programs.
Plans and conducts user training to provide overviews of systems security and improve mainframe efficiency.
Performs other related duties as assigned.

Minimum Qualifications

Extensive knowledge of the operation, uses and capabilities of computer equipment; general knowledge of methods and techniques used to maintain and repair computer equipment; extensive knowledge of the principles and techniques used in the preparation of microcomputer system programs; extensive knowledge of the hazards of the work and of necessary safety precautions; ability to understand and carry out written and oral instructions; ability to read and understand maintenance manuals and to work from sketches, drawings and diagrams; ability to establish and maintain effective working relationships with associates and vendors.

Bachelor's degree with coursework in Computer Science, Information Technology, or related field. Extensive experience with Information Technology infrastructure systems and services; extensive experience implementing and supporting applications and systems, experience in computer installation, operations, maintenance and repair, or equivalent combination of education and experience.

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing and occasionally requires walking, climbing or balancing, stooping, kneeling, crouching or crawling, lifting and repetitive motions; work requires close vision, depth perception and color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, assembly or fabrication of parts within arms length and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a very quiet
location (e.g. park trail, storage or file room).
