The Abraham Lincoln Presidential Library and Museum (ALPLM) is hiring a Grants and Donations Coordinator. This position is responsible for coordinating activities related to identifying and applying for grants as well as coordinating donations for individuals and corporations. The ideal candidate is highly organized, personable and driven to grow this newly established program. Job Responsibilities

Under general direction of the Director of Human Resources, serves as the HR professional performing all aspects of the staffing and hiring process for the Abraham Lincoln Presidential Library and Museum (ALPLM):

  • Posts vacancies, assembles bid records, distributes job notifications, conducts reference checks, participates as an interview proctor, provides guidance and assistance to supervisors during the hiring process ad processes hiring sequences for union and non-union positions, including Upward Mobility
  • Utilizes the Personnel Examination and Eligibility Records System (PEERS) to obtain personnel information, Success Factors to post vacancies electronically and other systems/spreadsheets/documents as needed in the performance of posting and filling vacancies.
  • Compiles and prepares bid records; reviews to ensure preparation and processing within the perimeters of the Illinois Personnel Code, Roles, Pay Plan, Comprehensive employment Plan (CEP) and collective bargaining agreements.
  • Serves as ALPLM Liaison with CMS staff to the process of filling vacancies and the procedures utilized in the interview and selection process and the transaction process.
  • Prepares confidential reports, spreadsheets and correspondence involving staffing plans, and employee candidate information including confidential salary information.
  • Interprets bargaining unit rules, personnel rules and agency regulations to analyze requests to determine type of hire including new hires, promotions, bargaining unit hires and promotions, job assignments, upward mobility etc.
  • Reviews CMS 104s within the Division for accuracy and updates organizational charts
  • Coordinates HR related issues, which includes but are not limited to the following processes: Employee verification, Term appointment renewals, expungements; leave of absences (LOA) Leave Extensions, Leave Returns, Administrative Leaves, Special Salary Adjustments and Additional Responsibility Salary Adjustments for current employees, Performance Management and separations; interprets and explains personnel policies and procedures.
  • Coordinates required paperwork between appropriate parties and works closely with Payroll staff.
  • Provides advice and assistance to the agency on more difficult, complex personnel related transactions.

Under the general direction of the Director of Human Resources, performs highly complex and specialized duties relating to agency payroll and timekeeping functions for the ALPLM.

  • Performs complex and sensitive timekeeping tasks for the ALPLM, ensures strict adherence to Personnel Rules, AFSCME guidelines and standard operating procedures.
  • Provides technical assistance and support for payroll reviews, includes liaising with the fiscal division to ensure compliance with procedures.
  • Conducts research on payroll and timekeeping issues that arise for employees and actively work to resolve them.
  • Receives, reviews, approves, correct, or disapproves personnel transactions.
  • Reviews transactions for accuracy and completion, and compliance with the Personnel Code and Rules, Pay Plan, collective bargaining agreements, etc., and ensure appropriate documents and forms are attached.
  • Organizes transaction documents and determines appropriate execution and preparation to effectuate actions for personnel transactions.
  • Identifies, researches, and resolves Human Resources Information Systems (HRIS) and Personnel Examination and Eligibility Records System (PEERS) transaction discrepancies.

Prepares, maintains, and stores a variety of HR records and files:

  • Make necessary mandated adjustments to HR records and files.
  • Conducts periodic audits of files and records to ensure thy are in compliance.
  • Works with the internal and external auditors in resolving or explaining issues/findings.
  • Ensures the accuracy and validity of data reflecting HR transactions and ensures files and records are up to date.

Prepares confidential reports, correspondence, memorandums charts, graphs, etc. for management approval to address management and/or other requests

  • Compiles and directs the preparation of reporting relating to all areas of the transactions processes.
  • Composes correspondence, often of a sensitive nature, concerning transaction issues.
  • Prepares or provides input into general memoranda and/or directives sent to manages and/or employees on HR matters.
  • Researches and compiles statistical data and information for special projects
  • Attends and participates in various internal/external meetings regarding HR matters to explain and interpret programs and/or obain information.
  • Tracks performance evaluations for all staff and ensures that management is notified of evaluation due dates
  • Performs special projects as requested.

Supports agency onboarding and offboarding:

  • Provides direction on necessary process and steps during onboarding and offboarding to agency managers and staff
  • Provides guidance and training to assigned staff on onboarding and offboarding.
  • Works closely with agency leadership and staff to ensure HR best practices.

Performs other duties as required or assigned which ae reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college
  • Requires two (2) years of professional human resources experience.

Specialized Skills

  • Requires experience with State hiring processes.
  • Requires experience with state payroll and timekeeping processes

Preferred Qualifications

  • Prefers two (2) years of professional expeirence working with the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, Federal Merit Standards, Equal Employment Opportunity Act and Civil Rights Act and guidelines derived therefrom.
  • Prefers two (2) years of professional experience working with departmental policies, procedures and processes.
  • Prefers two (2) years of professional experience of the framing of correspondence and reports with grammatical correctness.
  • Prefers two (2) years of professional experience working with state government and its processes.
  • Prefers two (2) years of professional experience working with the personnel-related computer systems, software, templates, and or other letter/symbol guides.

  • Requires ability to pass a background check.
  • Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled and or last-minute overtime.
