Under the direction of the Family Clinical Services (FCS) Policy Director, the Grant Specialist IV performs advanced grant development, coordination, and administration work in support of the Texas Cancer Prevention and Control grant funded by three separate areas of the Center for Disease Control and Prevention (CDC): The National Breast and Cervical Cancer Early Detection Program (NBCCEDP), the National Comprehensive Cancer Control Program (NCCCP), and the National Program of Cancer Registries (NPCR). Work involves grant coordination and collaboration with the following programs: Texas Breast and Cervical Cancer Services (BCCS) program at the Health and Human Services Commission, and the Texas Cancer Registry (TCR) and Texas Comprehensive Cancer Control Program (TCCCP) at the Department of State Health Services. The position is responsible for the overall submission of grant deliverables for the three programs, including continuing applications and close-out reports, according to federal and state rules and regulations. Serves as liaison between the agencies and grant funding sources by attending meetings and conference calls, responding to information requests, developing and implementing procedures to enhance communication and collaboration, and resolving issues between parties involved.

This position primarily supports the BCCS program. Work involves developing, overseeing, and evaluating BCCS workplan plans and timelines to ensure timely and accurate submission of federal grant applications and program reports. Develops and implements procedures for BCCS program activity development. Supports the BCCS program in other ways including, but not limited to, responding to public inquiries, developing training and hosting webinars, and creating documents to share with external stakeholders.

Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. This is a fully remote position, however, there may be times when asked to report to the office in Austin, Texas.


Essential Job Functions:
Coordinates and participates in the development and submission of the grant application every five years. Monitors the implementation, management, evaluation, and close-out of grants according to rules and regulations. Coordinates with fiscal and program staff to develop budget justifications and budget revisions for awarded grants. 25%

Serves as liaison between the agency, the Department of State Health Services, and grant funding sources by scheduling and attending meetings and conference calls, responding to information requests, and resolving issues between parties involved. Represents program on cross-functional and inter-agency work groups to develop programmatic objectives, work plans and budgets. 25%

Develops, oversees, and evaluates work plans and timelines to ensure timely and accurate submission of federal grant applications and program reports. Establishes, develops and implements procedures for activity development. Facilitates effective meetings to ensure work deliverables remain on track. Identifies and proactively resolves issues. Ensures Microsoft Teams channels, folders and files remain organized, and information is easily accessible. 40%

Performs other duties as assigned to support the BCCS team and ensure grant deliverables are met. Work includes but is not limited to developing training and technical assistance, coordinating stakeholder communications, developing promotional materials, developing surveys and analyzing responses. 10%

    Initial Selection Criteria:
    Graduation from an accredited four-year college or university with major coursework in public health, social work, public administration, business administration or a related field.

    Preferred Screening Criteria:

    At least one year of experience in the administration, development, coordination, and monitoring of grants.
